Abstract: This article analyzes the constraints faced in the internationalization of public policies&#xD;
in the Northeast of Brazil, focusing on five empirical cases: the Integrated Rural Sanitation&#xD;
System (Ceará), the Citizen Government Program (Rio Grande do Norte), the Paraíba Cotton&#xD;
Project (Paraíba), the Koban Model of Community Policing (Pernambuco), and the State&#xD;
Youth and Children's Orchestra Centers of Bahia (Bahia). Using a methodology that combines&#xD;
semi-structured interviews with public managers and a systematic literature review filtered&#xD;
with the support of NVivo software, the study identifies significant barriers such as the&#xD;
scarcity of financial resources, institutional instability, and structural inequalities that hinder&#xD;
policy implementation and adaptation. By identifying and linking the main implementation&#xD;
obstacles to the international literature, the results provide a foundation for future research to&#xD;
explore more flexible collaborative mechanisms between local and international actors,&#xD;
possibly as a path to overcoming such constraints and enabling more effective policies.

Abstract: This undergraduate thesis presents a Systematic Literature Review (SLR) on the use of Big&#xD;
Data in International Relations. The aim is to identify how academic production in&#xD;
International Relations has addressed the subject, considering theoretical, methodological, and&#xD;
substantive approaches. The research followed the PRISMA protocol, with searches in&#xD;
Scopus and Web of Science databases between 2010 and 2025, resulting in 44 selected&#xD;
studies. Findings indicate a growth in publications since 2015, concentrated in&#xD;
English-language journals and Global North institutions, particularly the United States,&#xD;
Europe, with notable contributions also from China. The literature is structured into seven&#xD;
axes: digital diplomacy, international security, data governance, geopolitics and cooperation,&#xD;
public opinion and media, trade and political economy, and ethics and artificial intelligence.&#xD;
Technocentric and quantitative approaches predominate, while qualitative analyses highlight&#xD;
ethical and normative implications. The review concludes that the field remains fragmented,&#xD;
with gaps regarding non-state actors, asymmetries between countries, and methodological&#xD;
integration. This study contributes by systematizing the state of the art and outlining future&#xD;
research agendas.

Abstract: This paper aims to investigate and analyze the results of triangular cooperation as a tool for&#xD;
international development cooperation, taking the Tripartite Cooperation Program for&#xD;
Agricultural Development of the Tropical Savannah in Mozambique (ProSAVANA) as a case&#xD;
study. To this end, the trajectory of Brazil-Africa relations from the imperial period to the&#xD;
formulation of ProSAVANA is analyzed. Using literature review and document analysis to&#xD;
develop the trajectory of cooperation relations between Brazil and Africa within the context of&#xD;
ProSAVANA, the results revealed the flaws found in the triangular cooperation project. The&#xD;
results of this study indicate that ProSAVANA was designed to serve the private interests of&#xD;
Brazilian and Japanese elites, to the detriment of local interests. Even though it was&#xD;
implemented to promote development in the agricultural sector of the Nacala Corridor,&#xD;
ProSAVANA presented itself as an initiative lacking transparency and limited civil society&#xD;
participation. These factors marked the program's trajectory and its positive impact on&#xD;
triangular cooperation.

    <summary type="text">Título: Política industrial-militar na era da competição estratégica: a resposta do governo Biden à ascensão da China

Abstract: This research analyzes the reconfiguration of the United States’ industrial-military policy&#xD;
under the Biden administration as part of the American strategy for strategic competition with&#xD;
China. It is argued that this reconfiguration is justified by two central and complementary&#xD;
elements: the rise of China as a technological and military competitor, catalyzed by plans&#xD;
such as “Made in China 2025”, and the weakening of the American Military-Industrial&#xD;
Complex (MIC) in the post-Cold War period. The Biden administration’s response in this&#xD;
field materializes in a dual policy of “competition” and “containment”, with a predominant&#xD;
focus on the former, aimed at strengthening domestic capabilities as the main competitive&#xD;
tool. The article presents a conceptual and historical discussion on the centrality of the&#xD;
military-industrial complex to the U.S. policy and economy and analyzes the Biden&#xD;
administration’s strategy and policy based on the evaluation of key documents, such as the&#xD;
National Security Strategy (NSS), the National Defense Strategy (NDS), the National Defense&#xD;
Science and Technology Strategy (NDSTS), and the National Defense Industrial Strategy&#xD;
(NDIS), as well as relevant Executive Orders. The documentary research shows that two of&#xD;
the main U.S. political institutions—the White House and the Department of&#xD;
Defense—recognize the strategic competition with China as a defining condition of the&#xD;
current decade. Furthermore, they present an official diagnosis of the MIC’s atrophy in the&#xD;
face of this competition and formalize a new and robust industrial policy that seeks to&#xD;
revitalize the country’s innovation and manufacturing base, redefining the relationship&#xD;
between national security and economic security for a new era of great power competition.&#xD;
Finally, it is concluded that the Biden administration redefines strategic competition through&#xD;
the restructuring of a policy with intentional guidelines for the military industry and the&#xD;
innovation ecosystem of the United States.
