Título: Regularização fundiária urbana no Brasil: uma análise sobre a experiência de Vila do Amanhecer, Município de Conde, Paraíba Autor(es): Silva, Marcela Monalisa de Andrade Orientador: Pessoa, Joseneide Souza Abstract: This study addresses the complex issue of urban land regularization in Brazil, and in particular, portrays an experience in the municipality of Conde, Paraíba. The main research question was: how was the implementation of the "Chão de Direito" Program carried out within the scope of urban land regularization in the Vila do Amanhecer community in the municipality of Conde/PB, in relation to its social impacts from the effective legalization of housing? To address this question, the general objective of the study is to analyze the social impact of urban land regularization in Vila do Amanhecer through the "Chão de Direito" Program. The Vila do Amanhecer community was created in 2005, located in the municipality of Conde, Paraíba, with the Vila do Amanhecer Residents' Association as its main political actor. The Association played a fundamental role in ensuring that Vila do Amanhecer was one of the communities benefited by the "Chão de Direito" Program, which aims, among its actions, to regularize the housing of the population that was in an irregular land tenure situation. This research is primarily an exploratory and descriptive study, employing a qualitative approach based on documentary and bibliographic research. The analysis is enriched by the author's own experience as a beneficiary of the program, providing a practical and experiential perspective to the theoretical and field data. The impacts were analyzed in three areas: Legal Security and Dignity (land titling and elimination of eviction risk), Urban and Infrastructure Improvements (lighting, street opening), and Community Strengthening and Citizenship (engagement and support for projects such as the CAU/PB ATHIS Notice). The results demonstrated that the Chão de Direito Program developed a relevant public action in Vila do Amanhecer regarding Land Regularization, enforcing the national law (No. 13.465/2017), while the Residents' Association was essential to this process. Título: A contribuição da assessoria de comunicação para a transparência e engajamento na gestão pública municipal: um estudo na prefeitura da Escada-PE Autor(es): Fernandes Filho, Paulo Roberto Orientador: Hrdlicka, Hermann Atila Abstract: During the development of this work, it was possible to conduct an analysis of public communication at the City Hall of Escada, Pernambuco, based on the experiences of the servers who currently work or have worked in the municipal communication management. The study revealed, on one hand, the achievements already made and, on the other, the structural and strategic limitations that persist, especially regarding the intensive use of digital means to bring the people of Escada closer and increase transparency. The data presented indicate that, although public communication plays an important role in dialoguing with citizens, there are opportunities to improve evaluation, the technical training of professionals, and the coordination of communication actions with other administrative sectors, promoting a more integrated and strategic management. This diagnosis enriches the understanding of public communication in other similarly sized cities, aligning with aspects of public governance and communication as an essential and strategic service discussed in recent literature. Furthermore, the research serves as a reference for other cities facing similar organizational and structural issues, prompting critical reflection on communicative practices. However, the analysis is limited to the perspective of the servers directly involved in communication, without considering other valuable agents, such as citizens and political actors, who could contribute to a broader and deeper understanding of the topic. Practically, the results offer a foundation that can be used to formulate proposals aimed at professionalization and institutional strengthening of the sector, as well as promoting transparency and societal participation. It is recommended that future research expands the focus on public communication in small municipalities to include a variety of agents and different methods and study types. Accordingly, this study contributes to strengthening municipal public communication, emphasizing the importance of continuous evaluation, training, and integration as bases for establishing truly democratic and effective communication. Título: As politicas públicas de fomento à cultura e o panorama socioeconômico dos agentes culturais da cidade de conde-PB Autor(es): Monteiro, Reinaldo dos Santos Orientador: Alves, Joyce Amancio de Aquino Abstract: This study investigates the socioeconomic landscape and situation of cultural agents in the municipality of Conde-PB, focusing on public policies for cultural promotion. The purpose of this research is to ascertain the socioeconomic panorama of cultural agents in the municipality of Conde-PB. A mixed-methods (quantitative and qualitative) approach was used, employing 15 interviews using a Google Forms questionnaire and a quantitative questionnaire with 6 closed-ended (open-ended) questions administered to the executive manager of culture for the municipality of Conde-PB. The results were analyzed using a mixed-methods approach. The results reveal disparities and age differences between men and women; the vast majority reside in the municipality of Conde-PB and engage in cultural activity as a means of providing family income. Regarding the problems faced in cultural activity, the study cited a lack of public policies, adequate infrastructure, and challenging political, economic, and social conditions. Concerning the actions of the public authorities, there is no effective initiative to support local cultural agents, and they feel unprotected in terms of guaranteed rights. We can conclude that the lack of effective support initiatives directly impacts cultural agents, highlighting the importance of effective public policies that are consistent with their needs.
