Abstract: Du point de vue théorique et pratique, le thème de cette recherche est important pour la
gestion publique. Cependant, le sujet spécifique à investiguer dans cet article nécessite un
examen plus approfondi. Après tout, il est nécessaire d'aller plus loin dans la compréhension
de questions telles que le rôle de l'enseignement supérieur dans la promotion de l'esprit
critique et dans la formation de gestionnaires publics plus autonomes et réfléchis. La
méthodologie adoptée est mixte, combinant des approches quantitatives et qualitatives, au
moyen de questionnaires appliqués aux étudiants. Grâce à l'analyse documentaire du projet
pédagogique du cours (PPC) de l'UFPB en licence de gestion publique et à l'application de
questionnaires aux étudiants, il a été possible d'identifier l'absence dans le programme
obligatoire de sujets sociaux moins explorés, tels que le genre et les relations ethno-raciales.
Les implications de cette étude soulignent la nécessité de mettre à jour le PPC du cours, ainsi
que de développer une méthode d'évaluation plus cohérente concernant l'applicabilité et la
formation des étudiants sur les thèmes sociaux.

Abstract: This study analyzes the role of training in the digital transformation of the public sector,
focusing on the case of the Rede PB Digital in Paraíba, with the objective of understanding the
extent to which the training offered has disseminated innovative practices among public
servants. The research, qualitative in nature, used a questionnaire answered by six public
servants, and the analysis followed the four levels of Kirkpatrick's evaluation model. The
results indicate a positive reaction from the participants, who considered the training relevant
and immediately applicable. It was found that the learning was applied to the improvement of
processes and citizen services, with the servants acting as multipliers of knowledge within their
teams. As a result, initial organizational changes were observed, such as greater agility and
transparency, despite barriers like resistance to change. It is concluded that the training
provided by Rede PB Digital is a strategic driver for digital maturity in the state, fostering
changes in practices and organizational culture.

Abstract: The General Personal Data Protection Law (LGPD) represented a regulatory milestone for
data processing in Brazil, applicable to both the public and private sectors. Considering the
relevance of the topic for government agencies that deal with large volumes of sensitive
information, this research seeks to understand the extent to which the National Social
Security Institute (INSS) has adapted to the provisions of the LGPD to ensure the protection
of its users’ data. The study is justified by recurring cases of data leaks that expose citizens to
risks such as fraud, identity theft, and emotional harm. A qualitative and descriptive approach
was adopted, based on documentary analysis, using the principles of the LGPD, the rights of
data subjects, governance practices, information security, and the accountability of the agents
involved as a basis. The overall objective is to verify whether the measures implemented by
the INSS meet legal requirements and are effective in protecting personal information. The
results aim to contribute to the understanding of the challenges faced by public administration
in implementing the LGPD and to identify possible weaknesses that compromise data
protection in the public sector.

Abstract: In recent years, the Brazilian prison population has grown significantly, placing the country as
the third largest incarcerated population in the world. This scenario reveals a high growth of
mass incarceration among the Black population, reflecting the structural inequalities that
permeate society. The present study aims to analyze the prison system in Paraíba as a
mechanism for perpetuating racism, linking it to the concept of necropower, in which the
State exercises sovereignty over life and death, determining who may live and who must die.
This dynamic is connected to the logic of social segregation, marked by colonial heritage and
the criminalization of the Black population. The research also seeks to highlight the absence
of effective public policies and the precarious conditions of prison institutions, understanding
them as part of a politics of death and social control. To achieve this objective, it was
necessary to adopt a qualitative approach, based on bibliographic and documentary studies.
The research has an exploratory character, aiming to broaden the understanding of the
phenomenon, and a descriptive character, systematizing concepts and analyses of the
Brazilian prison system, emphasizing the importance of understanding the prison system as a space for reproducing racial inequalities, which does not solve the problem of criminality, and
reinforcing the need for public policies that promote social justice.
