Abstract: This study aims to analyze the effectiveness of the government action called Tá na Mesa,&#xD;
instituted by the Government of the State of Paraíba during the Covid-19 pandemic, on&#xD;
the indicator of low birth weight among live births to mothers residing in the benefited&#xD;
locations. Given the varying scale of program implementation (from 34 to 149 municipalities&#xD;
throughout the analysis period), the methodology employed is a difference-in-differences&#xD;
model with multiple time periods, utilizing a municipal-level panel dataset with 1,338&#xD;
observations from June 2019 to August 2024. The results show that the Tá na Mesa&#xD;
Program did not have a statistically significant impact on the prevalence of low birth&#xD;
weight in the municipalities benefited by the intervention. These findings suggest that the&#xD;
effectiveness of the policy may be related to factors that deserve further investigation and&#xD;
adjustments in its design and implementation, especially to strengthen actions to combat&#xD;
food insecurity in the State of Paraíba.

Abstract: This study investigates the impact of children aged 0 to 5 attending daycare or preschool&#xD;
on the condition of young individuals aged 15 to 29 who are neither in education nor&#xD;
employment (NEET) and reside in the same household. Using data from the second quarter&#xD;
of 2022 from the Continuous National Household Sample Survey (PNADc/IBGE), the&#xD;
Propensity Score Matching method was applied, incorporating Mahalanobis distance and&#xD;
entropy balancing, under a binary discrete choice model with the logit hypothesis. These&#xD;
procedures ensured balance between the treated group (households with enrolled children)&#xD;
and the control group (households without enrolled children), minimizing selection bias.&#xD;
The results indicate that the presence of children enrolled in early childhood education&#xD;
reduces the probability of NEET youth in the same household by an average of 38.05%.&#xD;
In 2022, 22.3% of Brazilian youth were NEET, totaling 10.9 million individuals, 63.4%&#xD;
of whom were women, often responsible for caregiving tasks that limit their educational&#xD;
and professional opportunities. The analysis highlights that access to early childhood&#xD;
education not only promotes children’s social inclusion but also contributes to keeping&#xD;
young individuals in education or the labor market by freeing caregivers, especially&#xD;
mothers, to invest in their careers and education. The findings underscore that early&#xD;
childhood education generates long-term family benefits by preparing children for academic&#xD;
and professional success and positively influencing young people’s economic engagement.&#xD;
Expanding access to early childhood education is emphasized as a critical public policy&#xD;
strategy to reduce NEET rates, fostering social inclusion and economic development in&#xD;
Brazil.

Abstract: This study aims to evaluate the impact of the privatization of Liquigás Distribuidora S.A., a&#xD;
Liquefied Petroleum Gas (LPG) distribution company, from three perspectives: consumer,&#xD;
firm, and market. From the consumer perspective, the variable of interest to be evaluated&#xD;
is the price paid by consumers for purchasing a 13-kg LPG cylinder from Liquigás. From&#xD;
the firm perspective, the analysis focuses on the price paid by Liquigás-branded resellers&#xD;
when purchasing 13-kg LPG cylinders. Additionally, the impact of the privatization on the&#xD;
markup of these branded resellers is assessed. From the market perspective, the variable&#xD;
of interest is the volume of LPG sold by the distributor in containers of up to 13 kg.&#xD;
To measure the impact, the Synthetic Control Method was applied in conjunction with&#xD;
data provided by the National Agency for Petroleum, Natural Gas, and Biofuels (ANP),&#xD;
the Brazilian Federal Revenue Service, and the Annual Social Information Report (RAIS)&#xD;
at the firm level, covering the period from January 2019 to December 2023.&#xD;
Overall, the results regarding the impact of the privatization of Liquigás Distribuidora&#xD;
S.A. were either not significant or of low magnitude. For instance, the estimated impact&#xD;
on the price paid by branded resellers was an increase of approximately BRL 1 per&#xD;
13-kg LPG cylinder. The exception was the results related to the variable "quantity&#xD;
sold,"which indicated a significant effect resulting from the policy. These findings provide&#xD;
evidence regarding the effectiveness of Petrobras’ divestment policy and Brazil’s antitrust&#xD;
policy. After the privatization process, no significant deterioration in consumer welfare,&#xD;
reseller supply conditions, or the competitive environment of the LPG sector was observed.

Abstract: The objective of this study is to analyze the macroeconomic impacts of delays inherent&#xD;
to the implementation of public investments in Brazil. For this purpose, a Dynamic&#xD;
Stochastic General Equilibrium (DSGE) model is used, with simulations conducted to&#xD;
evaluate the impacts of expansionary shocks in public consumption and investment. The&#xD;
research considers the effects of delays, such as time to spend and time to build, on the&#xD;
effectiveness of fiscal policies. The model is based on the New-Keynesian theory, inspired&#xD;
by the framework proposed by Ramey (2020), incorporating relevant specifications for&#xD;
the Brazilian economy, such as habit formation in consumption, liquidity constraints,&#xD;
investment adjustment costs, and variable capital utilization. Impulse Response Functions&#xD;
&#xD;
(IRFs) and fiscal multipliers are employed as the main metrics to measure short- and long-&#xD;
term effects. The results indicate that delays in public investment execution significantly&#xD;
&#xD;
reduce the fiscal stimulus effects on output, with smaller or even negative impacts in the&#xD;
short term. Public consumption demonstrates a greater capacity to generate short-term&#xD;
stimulus compared to public investment under delay scenarios.
