Abstract: The internationalization of public policies constitutes a central phenomenon in&#xD;
international cooperation processes, characterized by the pursuit of joint solutions to shared&#xD;
public problems across different national or subnational contexts. This article seeks to identify&#xD;
and systematize the main barriers that limit the internationalization of public policies, with an&#xD;
emphasis on the constraints that emerge inductively from the specialized literature. To this&#xD;
end, a Systematic Literature Review was conducted based on the PRISMA protocol, covering&#xD;
publications from 2010 to 2025 in the Scopus, SciELO, and Latindex databases. The final&#xD;
sample consisted of 73 studies, analyzed using Qualitative Content Analysis with support&#xD;
from NVivo software and mixed coding logic (deductive and inductive). The results confirm&#xD;
the presence of constraints traditionally highlighted in the literature, such as political, cultural,&#xD;
institutional, and technical factors, but also reveal four categories of barriers identified&#xD;
empirically: governance constraints, coercive barriers, standardization limitations, and&#xD;
international organizations as barriers. These categories indicate that limitations to&#xD;
internationalization stem not only from resource deficits or contextual incompatibilities, but&#xD;
also from governance dynamics, power relations, and diffusion strategies adopted within the&#xD;
international system. The results indicate that the effectiveness of the internationalization of&#xD;
public policies depends not only on the characteristics of the policies being transferred, but&#xD;
also on the institutional, political, and contextual conditions that shape their dissemination and&#xD;
adaptation.

Abstract: This study analyzes the classification of the Islamic Resistance Movement (Hamas) as a&#xD;
terrorist organization by Israel and its implications for the dynamics of the Israel-Palestine&#xD;
conflict. It is based on the hypothesis that such classification is not neutral, but associated with&#xD;
its political use in alignment with the interests of the State of Israel. The research adopts a&#xD;
qualitative, exploratory, and descriptive approach, based on primary sources, such as official&#xD;
documents, and secondary sources, including academic books and articles. Initially, the study&#xD;
examines the concept of terrorism, highlighting the absence of a universal and consensual&#xD;
definition, as well as its political and historical disputes. It then presents the historical context&#xD;
of the conflict, emphasizing the role of Zionism and external interventions. Subsequently, it&#xD;
analyzes the trajectory of Hamas between 1987 and 2023, highlighting its political and&#xD;
ideological transformations. The analysis is grounded in Critical Terrorism Studies (CTS),&#xD;
which understand terrorism as a social construct influenced by power relations. The study&#xD;
concludes that the classification of Hamas is not neutral and may function as a political&#xD;
instrument, simplifying the phenomenon and reinforcing dichotomous narratives within the&#xD;
conflict.

Abstract: This study analyzes the changes in Brazilian foreign policy during the administration of Jair&#xD;
Bolsonaro (2019–2022), aiming to assess whether this period represented a rupture in&#xD;
relation to the historical trajectory of the country's international conduct. The research is&#xD;
theoretically grounded in the framework developed by Charles Hermann, which classifies&#xD;
foreign policy changes into different levels, ranging from minor adjustments to major shifts in&#xD;
international orientation. Methodologically, this is a qualitative study based on bibliographic&#xD;
and documentary research, combining theoretical discussion with the reconstruction of&#xD;
Brazil’s diplomatic tradition and the empirical analysis of policy guidelines, official speeches,&#xD;
and diplomatic practices during the period. The study also engages with the literature on&#xD;
Brazilian foreign policy, highlighting debates on continuity and change. The findings suggest&#xD;
that, although significant shifts in discourse and some diplomatic practices occurred, there&#xD;
was no complete structural rupture. Instead, the period is better characterized as a&#xD;
reorientation of objectives with elements of discontinuity in relation to Brazil’s historical&#xD;
foreign policy tradition. The study concludes that the foreign policy of the period combined&#xD;
rhetorical rupture with institutional and structural constraints that limited the depth of change.

Abstract: This article analyzes “pejotization” as an expression of contemporary transformations in&#xD;
capitalism and its impacts on decent work in Brazil. Based on a critical approach grounded in&#xD;
labor sociology and International Political Economy, the study investigates how the&#xD;
flexibilization of labor relations, intensified after the 2017 labor reforms, contributes to the&#xD;
erosion of labor protections. The methodology is qualitative, with a descriptive and analytical&#xD;
approach, based on literature review and the analysis of institutional data from the&#xD;
International Labour Organization (ILO). The findings indicate that pejotization operates as a&#xD;
mechanism for transferring risks and costs to workers, undermining the four pillars of Decent&#xD;
Work: labor rights, social protection, quality employment, and social dialogue. Although often&#xD;
associated with autonomy and entrepreneurship, this practice tends to conceal subordinated&#xD;
labor relations and intensify precarization, including among highly skilled workers. The study&#xD;
concludes that pejotization is not merely a contractual innovation, but a productive&#xD;
reorganization strategy that challenges the foundations of labor protection and international&#xD;
commitments to the promotion of decent work, particularly within the framework of the 2030&#xD;
Agenda.
