Abstract: Generative Artificial Intelligence (AI) has brought advances regarding the possibilities of utilizing these technologies in public administration, potentially fostering transparency and social control through various techniques, such as natural language processing and conversational agents, among others. However, for the use of new technologies to be effective, prior studies demonstrating how the population will behave towards these novelties and whether they will effectively use them are recommended. Therefore, this study aims to analyze the main factors that influence the Performance Expectancy in the use of generative artificial intelligence tools in transparency portals. This will be achieved through an adaptation of the UTAUT Model (Unified Theory of Acceptance and Use of Technology), proposed by Venkatesh et al. (2003), by adding the constructs AI Literacy and Trust. The methodology will involve using surveys with a 7-point Likert scale and multiple regression analysis to assess the relationship of each independent variable with the dependent variable. The sampling method employed will be non-probabilistic convenience sampling. The study seeks to answer the research question: Which factors most significantly influence the Performance Expectancy of a Generative Artificial Intelligence tool applied to Transparency Portals?

Abstract: Throughout history, the lack of access to water in Brazil’s Northeast region has been addressed primarily as a hydrological problem, rather than because of an unequal development process. Decision-making by public authorities has been – and continues to be – based exclusively on water scarcity in the region as a factor intrinsically associated with low rainfall levels. Within this context, the largest water infrastructure project in the country was implemented: the São Francisco River Integration Project for the Northeastern Hydrographic Basins (PISF), encompassing four states – Paraiba, Pernambuco, Ceará, and Rio Grande do Norte. Considering that one of the main current challenges is the management of this water project, the primary objective of this research is to analyze how the governance of the PISF is being planned and implemented in the state of Paraíba. To this end, the study adopts a qualitative approach, conducting semi-structured interviews with state-level institutional managers, in addition to observation and document collection as the main data collection techniques. Discourse analysis will be employed as an analytical method. Therefore, this research aims to contribute a critical analysis of how decisions surrounding the PISF have been carried out in Paraíba, as it is one of the recipient states of the project’s transferred waters.

Abstract: The research developed a maturity model for strategic public procurement in
the Brazilian context, designed for application in Direct Public Administration
agencies. The objective is to assess the maturity level of public procurement
processes, aiming to guide these organizations in achieving sustainable national
development goals. The methodology employed combines document analysis to
map relevant national and international best practices for building the model,
validated by a panel of experts (two-stage Delphi method) and the application of the
prototype in state public procurement offices. The validated maturity model
comprises 25 items, each with four statements that reflect the progressive
development of the organization.

Abstract: This study aimed to analyze the relationship between the personal, professional, and
educational characteristics of Labor Inspectors (AFTs) and their level of professional
skepticism in enforcing compliance with the minimum legal quota for professional
apprenticeships. Based on the concept of professional skepticism proposed by Hurtt
(2010), the study adopts an exploratory and descriptive methodological approach with
a quantitative focus. Initially, action research was carried out, leveraging the
researcher's professional role as an AFT, to identify elements relevant to the
development of the data collection instrument. This qualitative stage supported the
development of the survey questionnaire, ensuring greater alignment with the empirical
context of apprenticeship inspection. The sample consisted of 59 AFTs from various
regions of the country, allowing for a diverse characterization of the participants'
profiles. The data were analyzed using Partial Least Squares Structural Equation
Modeling (PLS-SEM), using validated scales to measure professional skepticism and
interprofessional collaboration. The results indicated that interprofessional
collaboration is the variable with the greatest most substantial and statistically
significant positive influence on professional skepticism, while factors such as length
of service, time in public service, and academic background showed no meaningful
impact. The study contributes to the advancement of knowledge around labor
inspecting auditing, in addition to enriching the academic debate on professional
skepticism in the public sector. The findings also align with the Sustainable
Development Goals (SDGs), especially targets 4.4 and 8.6, by highlighting the
strategic role of AFTs in promoting decent work and the productive inclusion of young
people.
