Abstract: The coverage of the war between Russia and Ukraine, which began in February 2022, quickly
became one of the main focuses of international media, not only due to its geopolitical and
military scope, but also because of its economic, diplomatic, and humanitarian effects. News
reporting, in this context, is constructed in a way that presentsthe scene from a particular angle;
the selection of what to emphasize and what to leave out creates meaning aimed at producing
an effect on the audience. From this perspective, the study compares the conflict coverage in
editorials from Folha de S. Paulo, The New York Times (NYT), and Al Jazeera during the first
year of the war, examining the news framings and possible alignments among media systems.
The corpus, collected from official websites, was subjected to topic modeling
(LDA/BERTopic) to map thematic regularities, which were then analyzed and systematized
through the lens of framing theory. The results indicated a predominant frame in Folha de S.
Paulo, which nationalizes narratives from an economic perspective; the American newspaper
showed greater internalization of the conflict through a domestic political lens; and in Al
Jazeera, the most prominent frame presents criticism of authoritarianism and the selectivity of
international law. Taken together, the findings suggest a closer alignment between Folha and
the NYT than with Al Jazeera, reflecting political history and strategic interests while
maintaining Western specificities. The study thus aims to contribute a replicable method for
comparative research in media and foreign policy.

Abstract: This paper seeks to understand the role played by the Transnational Feminist Network
CLADEM (Latin American and Caribbean Committee for the Defense of Women's Rights) in
the Global South. To analyze the network’s work in the defense of women’s human rights, the
emblematic case Alyne Pimentel vs. Brasil is used, in which the CEDAW Committee
(Committee on the Elimination of Discrimination against Women) held Brazil accountable for
the young woman’s death. Employing a qualitative approach, the study is grounded in
feminist theory and aims to understand the strategies employed by transnational legal activism
to hold states internationally accountable when they commit or are complicit in gender-based
violence. The proposed study seeks to answer the following question: How do Transnational
Feminist Networks act to curb state omission, which, in many cases, operates as an active
agent in the perpetuation of gender-based oppression and violence, ensuring the fulfillment of
women's human rights in Latin America? The research begins by elucidating the concept of
Transnational Feminist Networks and their role in Latin America, and subsequently focuses
on the CLADEM network, analyzing its litigation strategies and defining characteristics.
Subsequently, concepts related to contemporary feminism, decolonial and Latin American
feminism, as well as legal and digital activism, are examined in order to gain a deeper
understanding of the forthcoming case study, achieving a detailed perspective on
intersectional differences. The selection of Alyne Pimentel vs. Brasil case serves to analyze
CLADEM and its impact at both international and national levels, through its involvement in
an international process addressing the death of a young Black woman from the urban
periphery — a case of preventable maternal mortality resulting from state neglect. Ultimately,
the study concludes that the alignment between feminist movements, transnational networks,
and international organizations has fostered the creation of a mechanism capable of producing
critical analysis and promoting legal and social transformation, aimed at safeguarding
women’s human rights.

Abstract: The emergence of far-right populist leaders has become a globally notable phenomenon. In the United States and Brazil, this scenario was evidenced by the election of Donald Trump and Jair Bolsonaro. Agendas such as conservatism, anti-multilateralism, anti-globalization, and denialism characterized these administrations, negatively influencing the management of the health crisis during the Covid-19 pandemic. These dynamics affected the paradiplomacy of both countries, leading subnational governments to mobilize internationally to mitigate the impacts of national actions, which granted greater visibility to these actors in the international arena during that period. Thus, this dissertation investigates, through a comparative case analysis – namely, the paradiplomatic actions of subnational governments in Brazil and the United States during the Coronavirus pandemic – and sustains the hypothesis that the measures taken, driven by the political ideology of these presidents, as well as the policies adopted throughout the health crisis, directly influenced the international engagement of subnational governments at the time – either by intensifying it or by keeping them neutral. Therefore, this study is characterized as a comparative case analysis, grounded in the literature on paradiplomacy, far-right governments, and the pandemic.

Abstract: The role of the Public Ombudsman's Office is to serve as a communication channel
between society and public administration, aiming to facilitate the mediation of social
conflicts and to promote social control. In the context of the prison system, this function
takes on even more sensitive aspects, given the vulnerability of inmates and the lack
of transparency in prison units. The Public Ombudsman's Office of the State
Secretariat of Penitentiary Administration of Paraíba (SEAP/PB) is part of this context,
not only in the treatment of demands but also in the promotion of institutional
accountability. Accordingly, the general objective of this research is to analyze the
performance of the Public Ombudsman of SEAP/PB from 2012 to 2023. As specific
objectives: the concept of the Public Ombudsman was explained, with an emphasis on
understanding its historical evolution as a channel of dialogue between public
authorities and society; the forms and characteristics of the demands received by the
Public Ombudsman's Office of the prison system of the State of Paraíba, Brazil, were
listed, in order to understand how autonomy and independence affect their resolution;
the legal and operational structure of the Public Ombudsman's Office of SEAP/PB was
analyzed as a tool for social control and the promotion of participation, for the
identification of patterns and trends of the Ombudsman's Office; and proposals for
possible improvements to the SEAP/PB Public Ombudsman's Office were prepared.
To this end, this investigation is based on the theoretical discussions of Cardoso (2010;
2012; 2016), Comparato (2005; 2016), Lemgruber, Musumeci, and Cano (2003), and
Quintão (2015). Furthermore, the research is a single-case analysis and document
analysis, with a qualitative approach. In this sense, to collect part of the data, we used
the interview technique, employing a previously prepared script of questions as an
instrument. The corpus of analysis was the answers to the interviews and the selected
documents. The work contributes to the academic debate in the field of Political
Science, focusing on the relevance of social participation and the strengthening of
accountability practices in public administration, since, from the data analysis, gaps in
the Ombudsman's Office’s performance and a lack of autonomy and independence in
the execution of its functions were evident.
