Abstract: The emergence of far-right populist leaders has become a globally notable phenomenon. In the United States and Brazil, this scenario was evidenced by the election of Donald Trump and Jair Bolsonaro. Agendas such as conservatism, anti-multilateralism, anti-globalization, and denialism characterized these administrations, negatively influencing the management of the health crisis during the Covid-19 pandemic. These dynamics affected the paradiplomacy of both countries, leading subnational governments to mobilize internationally to mitigate the impacts of national actions, which granted greater visibility to these actors in the international arena during that period. Thus, this dissertation investigates, through a comparative case analysis – namely, the paradiplomatic actions of subnational governments in Brazil and the United States during the Coronavirus pandemic – and sustains the hypothesis that the measures taken, driven by the political ideology of these presidents, as well as the policies adopted throughout the health crisis, directly influenced the international engagement of subnational governments at the time – either by intensifying it or by keeping them neutral. Therefore, this study is characterized as a comparative case analysis, grounded in the literature on paradiplomacy, far-right governments, and the pandemic.

Abstract: The role of the Public Ombudsman's Office is to serve as a communication channel&#xD;
between society and public administration, aiming to facilitate the mediation of social&#xD;
conflicts and to promote social control. In the context of the prison system, this function&#xD;
takes on even more sensitive aspects, given the vulnerability of inmates and the lack&#xD;
of transparency in prison units. The Public Ombudsman's Office of the State&#xD;
Secretariat of Penitentiary Administration of Paraíba (SEAP/PB) is part of this context,&#xD;
not only in the treatment of demands but also in the promotion of institutional&#xD;
accountability. Accordingly, the general objective of this research is to analyze the&#xD;
performance of the Public Ombudsman of SEAP/PB from 2012 to 2023. As specific&#xD;
objectives: the concept of the Public Ombudsman was explained, with an emphasis on&#xD;
understanding its historical evolution as a channel of dialogue between public&#xD;
authorities and society; the forms and characteristics of the demands received by the&#xD;
Public Ombudsman's Office of the prison system of the State of Paraíba, Brazil, were&#xD;
listed, in order to understand how autonomy and independence affect their resolution;&#xD;
the legal and operational structure of the Public Ombudsman's Office of SEAP/PB was&#xD;
analyzed as a tool for social control and the promotion of participation, for the&#xD;
identification of patterns and trends of the Ombudsman's Office; and proposals for&#xD;
possible improvements to the SEAP/PB Public Ombudsman's Office were prepared.&#xD;
To this end, this investigation is based on the theoretical discussions of Cardoso (2010;&#xD;
2012; 2016), Comparato (2005; 2016), Lemgruber, Musumeci, and Cano (2003), and&#xD;
Quintão (2015). Furthermore, the research is a single-case analysis and document&#xD;
analysis, with a qualitative approach. In this sense, to collect part of the data, we used&#xD;
the interview technique, employing a previously prepared script of questions as an&#xD;
instrument. The corpus of analysis was the answers to the interviews and the selected&#xD;
documents. The work contributes to the academic debate in the field of Political&#xD;
Science, focusing on the relevance of social participation and the strengthening of&#xD;
accountability practices in public administration, since, from the data analysis, gaps in&#xD;
the Ombudsman's Office’s performance and a lack of autonomy and independence in&#xD;
the execution of its functions were evident.

Abstract: Do reelection periods increase personnel expenses in Brazilian municipalities? This paper investigates the hypothesis that politicians facing reelection tend to increase current personnel expenses during election periods. The study aims to deepen the understanding of the interaction between political cycles and fiscal policy, analyzing whether the Fiscal Responsibility Law (LRF), which imposed restrictions on public spending, especially in election years, alters opportunistic incentives in fiscal management. To submit the hypothesis for evaluation, data made available by IPEA, TSE and SIDRA during the years 2002 to 2021 were used. The unit of analysis was composed of the 5,5479 municipalities present in Brazil in the year 2000. The analysis technique employed consisted of a panel data model with fixed effects, with the purpose of estimating the effect of reelection on the current personnel expenses of municipalities. The results indicate that the proximity of the electoral calendar and the institution of reelection are associated with a significant increase in personnel expenses, evidencing opportunistic behavior on the part of managers. Despite the restrictions imposed by the LRF, it is observed that mayors seeking reelection strategically adjust public expenses to meet electoral expectations. The study contributes by expanding the literature on political-budgetary cycles in Brazil, offering a long-term analysis that covers five electoral cycles subsequent to the implementation of the LRF. Furthermore, by focusing on personnel expenses as a central variable, the work fills an important gap in the literature, distinguishing itself from other studies that focus on visible investments, such as infrastructure and health. The research also incorporates exogenous events, such as the subprime crisis and the COVID-19 pandemic, enriching the analysis and contextualizing the results.

Abstract: This dissertation investigates the historical, political, and intellectual trajectories through&#xD;
which the concept of intersectionality has been received and debated in Brazil. Anchored in&#xD;
the methodology of Intellectual History (Tarcus, 2018), combined with quantitative&#xD;
bibliometric approaches (Ribeiro, 2017; Chueke &amp; Amatucci, 2015; Medeiros &amp; Vitoriano,&#xD;
2015), the research maps the agents, publications, and academic journals that have contributed&#xD;
to the incorporation of this concept into Brazilian Social Sciences over the first two decades&#xD;
of the 21st century.It is argued that the social issues named by the term "intersectionality"&#xD;
predate its formal introduction by Kimberlé Crenshaw (1959–) in 1989, both in the United&#xD;
States and in Brazil. The hypothesis advanced is that the enactment of Brazil’s affirmative&#xD;
action law (Law 12.711/2012) fostered a broader use of the concept, as it enabled the entry&#xD;
and consolidation of new political subjects within public institutions. This dynamic, in turn,&#xD;
has influenced epistemological shifts within universities and shaped the ways in which the&#xD;
concept has been translated and re-signified in the Brazilian academic context (Cruz, 2024;&#xD;
Areco &amp; Aliaga, 2023).Empirical data reveal a marked increase in the use of&#xD;
"intersectionality" in articles published in Brazilian academic journals from 2014 onward,&#xD;
especially among researchers in the field of Social Sciences. The concept remains subject to&#xD;
ongoing debate, particularly as scholars engage with the specificities of the Brazilian context&#xD;
— including critiques advanced by Black feminists and intellectuals regarding the myth of&#xD;
racial democracy and its role in sustaining exclusionary stereotypes.
