The Recommendation on the Protection and Promotion of Museums and Collections, their Diversity and their Role in Society, approved on November 17, 2015 by the UNESCO General Conference at its 38th session, makes an important contribution by listing concepts and principles in its normative text. necessary for the protection and promotion of museums and collections in the contemporary scenario of the 21st century. This article aims to analyze the main aspects of the Recommendation in promoting awareness of important issues that affect museums and collections and the relationship of these issues between States and society in general. Next, it is intended to affirm as a hypothesis, the important mission of the Recommendation for the development of political-normative actions between UNESCO Member States and society as a whole, because, despite the UNESCO Recommendations not being binding instruments to the States -members, the principles and norms established in it spread beyond its territory, reaching different actors, state and non-state. Autor(es): Parini, Pedro; Albano, Maria Luiza Caxias; Oliveira, Maria Angélica Albuquerque Moura de Abstract: In order to validly criticize the current conception of the human rights theory, considering it’s an hegemonic and rationalist model, thus lacking practicity and efficacy, Richard Rorty develops some associations that would be, in his opinion, more usable and practical on the effectuation of human rights. However, the pragmatic proposal made by the aforementioned author does not take into consideration various aspects that lay behind the interaction between subjects, especially those from different cultures, and thus ignores the underlying relations of power. The critique to the rortyan suggestion will be constructed from the theoretical framework of the decolonial theory of a specific context, Latin America, namely from the theoretical proposals of Walter Mignolo e Aníbal Quijano. Methodology-wise, the method of literature review will be used in order to point out the gaps in the Rortyan neopragmatic thought on humans rights. Also, as a theoretical research, bibliographic sources will be used, as well as the comparative method of approach. Autor(es): Albano, Maria Luiza Caxias Abstract: The theme of the research is the recollection of the construction of the Sobradinho Dam, in the second half of the 1970s, by the inhabitants of the city of Casa Nova, in the sertao of Bahia. Institutional films and political leaders sought to convince the local population of the need to construction of the Sobradinho Dam, which led to the flooding of the city, with the argument that the hydroelectric plant would bring development and progress to the Northeast region of the country, and as a result would increase people's material well-being and promote human rights. Casa Nova was the first of four cities in the region of the São Francisco Valley to be flooded due to the construction of Sobradinho, and the events around the flood of the city and the relocation of the inhabitants to a new territory, (re) counted several times , through interviews, is a central data in the local sertaneja identity formation. And not only, it constitutes until today a considerable part of the imaginary that fills the spaces of culture of that territory. More than four decades after the occurrence of these events, there is the prospection about the "development" model installed in that territory.
