The exacerbated production of garbage is linked to the economic growth of a country, state or municipality that drives purchasing power and, consequently, generates more waste, besides the intensification of urbanization without planning. In this context, if there are no adequate public policies and effective implementation, a high amount of Urban Solid Waste (USW) will have an inadequate final destination. Faced with this important problem, the present study presents a diagnosis of the production, management and final disposal of USW in the city of Guarabira-PB. The amount of garbage produced in Guarabira is large, about 1,500 tons are collected monthly and the final destination is an open dump. The methodological procedures adopted were bibliographic, documentary and field research. An interview was held with the Municipal Secretary of the Environment, with collectors and citizens residing near the municipal dump. The conclusion is that municipal, local or national managers must end the dumps and put into practice the use of landfills and environmental education actions to avoid social, environmental and health impacts, among others, the generation of RSU. In this context, several theories are used to establish the construction of the theoretical foundations that guide the participation of small enterprises in the economy of a territory. The study aims to demonstrate the importance of legislation to ensure development, through governmental actions related to the figure of the MEI in the Municipality of Mari / PB. For this, a bibliographical research was developed using books and articles that deal with the subject. The empirical approach to research is qualitative descriptive. The data collection instrument was a questionnaire type. The items used in the survey indicate the impacts on the economic structure, the degree of sustainability of the enterprises, market access, government purchases and Municipal Law no. 758/2010, as well as the public policies for the MEI's service and formalization . It was used as reference the research elaborated by the SEBRAE in the year of 2015 that analyzed the profile of the MEI. The scale used was of Likert type ranging from: Never, Rarely, Sometimes, Often and Always. The research sample can be classified as intentional non-probabilistic with a total of 50Microentrepreneurs. The results indicate the lack of effectiveness of public policies directed at the MEI, and that local legislation does not guarantee access to the market and public procurement.
