Abstract: This research investigated how Process Management can contribute to improving the&#xD;
consolidation of material demands within the Purchasing and Contracting Calendar of the&#xD;
Office of Administration of the Federal University of Paraíba. Between 2022 and 2024, fewer&#xD;
than half of the items consolidated by the Purchasing Planning Division were approved in&#xD;
electronic bidding processes, revealing waste of resources and a departure from principles&#xD;
such as Efficiency and Planning established in public procurement legislation. The general&#xD;
objective was to propose improvements to this process through the analysis of the causes of&#xD;
item failure and the mapping and redesign of the workflow. The study adopted a qualitative&#xD;
approach and employed semi-structured interviews, non-participant observation, and&#xD;
bibliographic and documentary research, including the examination of bidding records&#xD;
available in the PNCP. The process was modeled using BPMN notation, with support from the&#xD;
Bizagi software, and subjected to Value-Added Analysis, validated on the basis of ISO/TR&#xD;
26122:2008, which made it possible to identify redundancies and non-value-added activities.&#xD;
Initially, it was observed that there was a cumulative reduction of 33% in the number of&#xD;
bidding processes and 19% in the volume of items tendered, accompanied by fluctuations in&#xD;
approval rates and the persistence of a significant number of failed or deserted items. The&#xD;
main causes of failure were related to incompatibility between estimated and market prices,&#xD;
inadequacies in technical specifications, and non-compliance with qualification requirements,&#xD;
revealing weaknesses in the internal planning phase. A significant portion of the problems&#xD;
was found to stem from a fragmented and poorly integrated organizational structure. Based on&#xD;
these findings, a new process design was proposed, including the elimination of&#xD;
non-value-added activities, the reduction of rework, the strengthening of standardization, the&#xD;
training of requesting units, and the promotion of automation through SIPAC. It is concluded&#xD;
that the application of Process Management to public procurement is pertinent, as it presents&#xD;
an improvement model that contributes to the rationalization of work, the enhancement of&#xD;
procurement planning, the increase in acquisition success rates, the modernization of&#xD;
institutional practices, and the advancement of academic discussions in the field of&#xD;
Administration.

Abstract: This research stems from the increase in migratory flows in Brazil, as evidenced by&#xD;
data from the Ministry of Justice and Public Security (MJSP). According to the&#xD;
Migracidades Report, the state of Paraíba registered 9,198 migrants (including&#xD;
refugees), among whom approximately 803 are Venezuelans and Warao Indigenous&#xD;
groups. This growing movement, observed on a national scale, has also begun to&#xD;
appear in the municipality of Santa Rita, in the state of Paraíba (PB), which historically&#xD;
was not a common destination for immigrants and refugees.This increasing presence&#xD;
has required public education systems to develop new forms of reception and to value&#xD;
cultural diversity in everyday school life. However, in municipalities such as Santa&#xD;
Rita/PB, where multiculturalism is less visible, the challenges become more complex&#xD;
due to the absence of structured policies and teacher training focused on intercultural&#xD;
education. In light of this scenario, the research was guided by the following central&#xD;
question: What challenges do schools in the Santa Rita Municipal Education System&#xD;
(Santa Rita/PB) face in adopting pedagogical practices that promote intercultural&#xD;
education and contribute to the reception of migrant students, preventing situations of&#xD;
prejudice and discrimination? The general objective was to analyze the challenges of&#xD;
intercultural reception practices in municipal schools in Santa Rita (PB), systematizing&#xD;
how such practices contribute to the inclusion of migrant students and to the prevention&#xD;
of cultural prejudice and discrimination. The study adopted a qualitative approach, with&#xD;
a descriptive and inductive character, considering that understanding intercultural&#xD;
practices requires a sensitive and contextualized perspective of school daily life. A&#xD;
case study was conducted in three schools within the Municipal Education System of&#xD;
Santa Rita that receive migrant students of different nationalities. Participants in the&#xD;
research included teachers, school administrators, specialists, and both native and&#xD;
migrant students (and their families). Data were collected through unstructured&#xD;
interviews and on-site observations. The results indicate that intercultural reception in&#xD;
the schools studied occurs predominantly in a spontaneous and improvised manner,&#xD;
resulting from individual efforts of teachers and peer interactions, and that no&#xD;
professional had received prior training to promote intercultural reception. Within these&#xD;
efforts, cultural expressions of migrant students—such as language, cuisine, and&#xD;
traditional games—occasionally appeared in school interactions. The study also found&#xD;
an absence of institutional protocols and specific teacher training, which limits the&#xD;
consolidation of intercultural education. Nonetheless, creative practices and&#xD;
relationships based on empathy demonstrate the potential of schools to foster&#xD;
dialogue, respect, prevention of physical and psychological violence, and the&#xD;
recognition of cultural differences. Based on these findings, the need to develop a&#xD;
manual to support this reception process became evident. Therefore, an educational&#xD;
guide for intercultural reception was developed, containing practical guidelines based&#xD;
on legal frameworks and current theoretical references. This product aims to support&#xD;
schools in building more welcoming educational environments, preventing situations&#xD;
of prejudice and violence, and promoting the training of education professionals from&#xD;
an intercultural perspective.

Abstract: This research evaluates competency diagnosis as a strategic tool to support the identification and prioritization of development needs in the preparation of the People Development Plan (PDP). Its purpose is to improve the process of iden-tifying and prioritizing PDP development needs, addressing a methodological gap in the ProcAND framework. The study is exploratory and descriptive in na-ture and was conducted in two phases: a documentary survey of the PDPs of Federal Universities and a case study involving the application of a competency diagnosis in the personnel management area at UFPB. The documentary anal-ysis indicates low adherence of PDPs to the guidelines of the National People Development Policy (PNDP), with most documents reduced to spreadsheets or lists of demands, limited use of competency diagnosis, and the absence of stra-tegic alignment, measurable goals, risk management, and financial planning. In the UFPB case study, 51 competencies were mapped across four domains (technical, behavioral, transversal, and emerging). The largest gaps were found in transversal and emerging competencies, particularly those related to data analysis, digital transformation, and artificial intelligence, while behavioral com-petencies presented higher levels of mastery. The application of the Compe-tency Development Prioritization Indicator (IPDC) enabled the hierarchical clas-sification of competencies, identifying 20% as high priority for short-term devel-opment actions, notably technical competencies linked to regulatory and organ-izational domains, transversal competencies associated with institutional analy-sis, and emerging competencies related to digital technologies and AI. The com-parison between perceived gaps and priorities determined by the IPDC revealed discrepancies that reinforce the need for objective criteria in PDP decision-mak-ing. The study proposes the inclusion of a new stage in the ProcAND methodol-ogy through the integration of competency diagnosis using IPDC, enhancing the prioritization of development needs, promoting greater alignment of the PDP with organizational objectives, and overcoming the subjectivity of traditional training needs assessments.

Abstract: The objective of this research was to analyze how ambidexterity is undertaken in the Public&#xD;
Ministry of the State of Paraíba (MSPB). Specifically, the objective was to characterize the&#xD;
exploration and exploitation strategies, describe the antecedents of ambidexterity and propose&#xD;
an agenda of actions to be implemented in favor of ambidexterity in the MSPB. The&#xD;
methodological procedures involved a qualitative approach and the adoption of a case study&#xD;
strategy. Observations, document analysis and interviews were adopted as data collection&#xD;
techniques, which were analyzed through content analysis. With research results, a set of&#xD;
actions associated with exploration and exploitation and different ambidextrous behaviors for&#xD;
their development were evidenced, which are adherent to the characteristics of structural,&#xD;
contextual and sequential ambidexterity. Furthermore, it was possible to identify antecedents&#xD;
of an environmental, organizational and managerial nature, which act as constraints or&#xD;
barriers to ambidexterity. The findings indicated that ambidexterity occurs in the MSPB,&#xD;
although incipient. As a result, an agenda of actions was proposed so that ambidexterity fully&#xD;
takes place in the Institution, highlighting some important precedents for this purpose. It is&#xD;
concluded, therefore, that the results advance knowledge on the subject, insofar as empirical&#xD;
evidence of the dynamism of ambidexterity in the public context, in general, and in the Public&#xD;
Ministry, in particular, is presented, in addition to identifying the main antecedents and&#xD;
propositions of actions in favor of ambidexterity, in order to improve the quality of services&#xD;
to citizens.
