Abstract: This dissertation, entitled "Open-Environment Socio-Educational Measures: Challenges and Perspectives of Special Social Protection in the Municipality of Itaporanga-PB," aims to understand the dynamics of the implementation of open-environment socio-educational measures within the Specialized Social Assistance Reference Center (CREAS) of the municipality of Itaporanga-PB. The qualitative research combined document analysis of records and technical reports with semi-structured interviews with CREAS technicians and adolescents serving or having completed socio-educational measures. Data interpretation was based on the legal frameworks of the Statute of the Child and Adolescent (ECA) and the National System of Socio-Educational Care (SINASE), as well as critical references from Social Work. The results show that, although the CREAS of Itaporanga-PB plays an essential role in the accountability and monitoring of adolescents, the service faces structural limitations, such as the absence of a dedicated team, an overload of demands, and a scarcity of material and methodological resources. Conversely, there have been notable advances in the areas of reception, qualified listening, and engagement with families—elements recognized by the adolescents themselves as fundamental to their processes of change. The research concludes that the effective implementation of socio-educational measures in open settings depends on the consolidation of the social protection network, professional development, and increased public co-financing, in order to ensure that socio-education becomes a space for emancipation, citizenship, and the rebuilding of bonds, and not merely an extension of penal control.

Abstract: The end of the XIX century was marked by profound changes in the materiality of the
capitalism and in the deepening of its contradictions. Such changes began as a result of the
exhaustion of the sociability founded in the Taylorist-Fordist pattern, and of the emergency
for a new accumulation regime. This new regime, should be flexible and permeated by the
complex of a productive restructuring process and by a new organization model of work, lined
with the Toyotist production, which came to redefine the requirements for the workers in
respect to the professional qualification. These demands were amplified into a scenario which
has as its differential exploration potential, the enhancement of the mechanization as a result
of the last Technological Revolution. Such a scenario unveils a new cultural wave so-called
postmodernism. The postmodernism is oriented by a pseudo-criticality which searches to
palm these contradictions and to mythicize the reality, by anchoring itself in the idea of a new
time. The set of these postmodern formulations, is featured by the skepticism and by the
incredulity about the future, moreover, by the loss of historical meaning, more specifically the
loss of the modernity and of its ideas about rationality, in special to the Marxist critical
dialectic. This work searched to problematize the expression “knowledge society”, and the
extremely polissemic postmodern orientation ideology whose main substantiation is the
immateriality of the work in an apparent context of super imminent technology. This is a
expression which is commonly used to suppose that we are living a phase of full
democratization of the information and of the universalization of knowledge, which brings to
the worker the challenge of being conversant with the new technologies. The worker also
needs to be higher qualified and able to guarantee its own “employability”. The objective of
this work was to verify the implications and the mismatching of such presuppositions to the
Brazilian reality in the context of the productive restructuring process. For this, we executed a
theoretical work, by establishing a dialogue between the critical thinkers with the apologists
of this ideology, and we used some documents from the World Bank and from the UNESCO,
which were fundamental to the propagation of the ideology in Brazil. Such dialogue and
documents were the empirical base for our research. We adopted the critical orientation and
the historical dialectical materialism as the theoretical methodology for our work, and we
used the categorical bases of Marx to analyse the fundamental and the assumptions of the
“knowledge society”. We started which the hypothesis that the “knowledge society” is a
ideology of postmodern orientation, which tries to redefine the societies, by taking as its bases
the experiences of economically developed countries, in order to establish consensus around
the domination projects, as well as the hegemony of such countries. We confirm such a
hypothesis and concluded that the Brazilian society cannot be understood as a “knowledge
society”, once our productive restructuring process was much more marked by precariousness
and by the outsourcing of the labor then by the implementation of technologies into it.
Besides, we verified that the influence of this ideology inside to country reverberated in the
negative incidence for the materiality and for the subjectivity of the labor class.

Abstract: This dissertation aims primarily to analyze the contradictions inherent to the socio-legal field
and their impacts on the work of social workers within the Public Prosecutor’s Office of the
State of Bahia (MPBA), through the lens of the instrumental dimension of Social Work. The
secondary objectives include: a) discussing the instrumental dimension of Social Work in the
socio-legal field; b) investigating the specificities of the social worker’s practice within the
MPBA; and c) identifying the particularities of social work in this institutional context,
especially in light of conservative influences and their implications for the professional ethicalpolitical
project. The research is grounded in historical-dialectical materialism, which enables
a critical reflection on bourgeois sociability and its contradictions within the socio-historical
movement of social reality. This is a qualitative, exploratory study. The main data collection
method involved semi-structured interviews conducted via the digital platform
ConferênciaWeb with social workers from the MPBA. Data were analyzed using content
analysis, supported by literature review and document analysis. The research revealed that the
work of social workers in the MPBA is marked by contradictions and ambiguities – at times
aligned with public policy surveillance, the judicialization of social issues, and the
criminalization of poverty; at other times enabling the realization of social rights, particularly
collective and individual rights. Additionally, the presence of conservative ideological
remnants in the MPBA can be observed, influencing how social workers address reality, often
resulting in fragmented, punctual, and functionalist responses. Nonetheless, the findings
confirm that the social workers operating in the socio-legal field within the MPBA are aligned
with the social direction of the professional ethical-political project, defending human rights
and the universalization of historically acquired social rights. It is concluded that the
instrumental dimension of Social Work equips professionals with the technical-scientific
capacity to critically analyze social reality, enabling them to break away from merely technical,
fragmented, and punctual practices.

Abstract: The present study, whose theme is "Working conditions at SUAS in times of the social-
sanitary crisis of Covid-19 in the Paraiban outback: a survey in the 13th RGA", has the

main objective of analyzing the imbrications between the working conditions and the
performance of social workers in SUAS, as professionals who work daily in attending
to the fierce expressions of the social issue exacerbated by Covid-19 pandemic, in the
13th Geoadministrative Region, Upper Outback region of Paraiba state. The relevance
of this study consists in the search for understanding: how have the professional
practice spaces being offered? Under what conditions have the social workers been
performing their laboral activities at the Unified Social Assistance System (SUAS)?
What were the implications of Covid-19 in this occupation space in the municipalities
that distance themselves from the large large centers of Paraíba state, specially in the
Paraiban Upper Outback, in the 13th Geoadministrative Region? On the other hand, it
has been observed the absence of studies regarded to the workers of SUAS, which
are of peculiar importance to understand the dynamics of the working environment in
that place. The theoretical, methodological, material, historical and dialectical
approach is processed in this essay about the following categories of analysis: work,
professional performance and working conditions from the laboral relationship
established within the daily action inserted in the context of flexibilization and
precarious work. Starting from this approach, bibliographic and documentary
references have been used as an investigative path, with quantitative-qualitative
methodology during the data collection, as well as data analysis with the application of
a semi-structured questionnaire and focus group altogether the social workers who
labor at SUAS, in the municipalities of the 13th RGA of Paraíba state. From the
analysis of the collected data it is possible to infer that the Covid-19 pandemic has
deepened the precariousness that has been experienced by the social workers of
SUAS, who has been working in the Upper Outback of Paraiba state, for years. Thus,
we can consider that there has been some aggravating factors, such as a feeling of
fear and illness, such as was stated during the dialogue established in the focus group,
in a unique moment of this investigation. Therefore, there is an urgent need to react
and understand that it is possible to go beyond. On the other hand, it is of particular
importance to mobilize the category and everyone in the struggle for the maintenance
of democracy, so that we can, in a very near future, ensure the existence and
permanence of SUAS, improving its structure and working conditions for everyone who
works with families and individuals who, in their turn, experience the difficult times of
barbarism.
