Abstract: This paper analyzes the impact of domestic political crises in the United States on American&#xD;
paradiplomacy, focusing on Donald Trump's terms (2017-2021 and 2025-present). The study&#xD;
investigates how polarization and the redirection of federal foreign policy boosted the&#xD;
international engagement of subnational entities. The main objectives are to map the&#xD;
convergences and divergences between government levels, to understand the dynamics of the&#xD;
paradiplomatic response to internal political instability, and to identify the strategies adopted&#xD;
to bypass the national diplomatic agenda. Methodologically, this is a qualitative research&#xD;
structured through bibliographic review and documentary analysis. The results indicate that&#xD;
the disruptions promoted by the federal government catalyzed a reactive federative&#xD;
diplomacy. Subnational governments acted to preserve the status quo on strategic issues, such&#xD;
as the environment, trade, and human rights, consolidating transnational coalitions and&#xD;
autonomous initiatives as mechanisms of resistance and institutional risk mitigation.

Abstract: This study analyzes how the structural powers of China and the United States influenced the&#xD;
technological dispute between the two superpowers during the Biden administration.&#xD;
Grounded in Susan Strange's theoretical framework on structural power, this research&#xD;
investigates how the superpowers leverage this capacity in their strategies within the&#xD;
technological competition. The methodology combined a literature review with the analysis of&#xD;
legislative documents, industry reports, and data concerning the global semiconductor&#xD;
production chain. Both countries sought to implement strategies, policies, and instruments to&#xD;
foster and expand their own structural power through the domestic development of integrated&#xD;
circuit production capacities, aiming to reshape the global microchip production chain to their&#xD;
advantage. The findings indicate that, although the Sino-American technological dispute in&#xD;
the integrated circuit sector favors the decoupling of the global chip production chain, it&#xD;
continues to depend on the participation of both China and the US.

Abstract: This study analyzes whether Brazilian migration policies implemented between 2017 and 2023&#xD;
ensured effective protection for Venezuelan women, considering the gender inequalities&#xD;
embedded in the migration process. The research is exploratory and descriptive, with a&#xD;
qualitative approach, and draws on bibliographic research, documentary analysis, and&#xD;
secondary data produced by CONARE, OBMigra, UNHCR, IOM, and DataMigraBI. The study&#xD;
examines the factors that intensified Venezuelan displacement, Brazil’s legal and institutional&#xD;
responses, and the concrete conditions affecting women’s integration into the country. The&#xD;
analysis employs the concepts of the feminization of migration, the gendered division of labor,&#xD;
global care chains, intersectionality, the coloniality of gender, and the care–control nexus. The&#xD;
findings indicate that Brazil established relevant mechanisms for documentation and&#xD;
regularization, recognition of refugee status, reception, and internal relocation. However,&#xD;
protection remained limited by inequalities related to labor market integration, income, unpaid&#xD;
care work, housing, healthcare, gender-based violence, xenophobia, and the unequal capacity&#xD;
of municipalities to provide public services. The study concludes that the policies analyzed&#xD;
produced important legal and institutional advances but did not ensure comprehensive and equal&#xD;
protection for Venezuelan women. Therefore, the protection provided was legally significant,&#xD;
yet materially partial and unequal.
