Autor(es): Xavier, Julia Magna Estrela Ataíde
Orientador: Gomes, Maria de Fátima Leite
Abstract: This undergraduate thesis analyzes the living conditions of Venezuelan
immigrant families in João Pessoa, Paraíba, focusing on the obstacles to the
integration of refugees within Brazil and the applicability of current protective
legislation. The research contextualizes the political and economic crisis in
Venezuela as the main driver of forced immigration, examining the difficulties in
the reception process within the country. The study evaluates the effectiveness
of national and international legislation in the face of human rights violations,
limitations of the legal system, and the provision of public services. The
investigation discusses the obligations of the State and institutions, highlighting
the gaps in reception policies and the urgency of more assertive mechanisms to
guarantee rights, as well as the effective integration of this population into
society.

Abstract: This undergraduate thesis aims to analyze housing policy in Brazil and in the state of
Paraíba, linking its historical and contemporary elements to the non-mandatory
curricular internship experience carried out between February 2025 and April 2026 at
the State Company for Popular Housing of Paraíba (CEHAP). It is based on the
understanding that housing cannot be reduced to the mere construction of dwellings,
but must be understood in relation to territory, infrastructure, and access to social
rights. The research adopts a qualitative approach and is bibliographical, documentary,
and descriptive in nature, combined with practical experience gained during the
aforementioned internship. The study discusses the historical background of housing
policy in Brazil, the trajectory of housing policy in Brazil and in the state of Paraíba, the
main programs aimed at rural areas, with emphasis on Minha Casa Minha Vida Rural,
and the internship experience. The results show that, although there have been
advances in state intervention in its role as a provider of social protection through the
expansion of popular housing programs, important limitations remain, such as
sociospatial segregation, precarious infrastructure, and the difficulty faced by low-
income populations in gaining access to decent housing. In the case of rural housing,
the study highlights the importance of recognizing the specificities of quilombola
communities and other groups historically underserved by public policies. The
internship experience made it possible to understand more concretely the role of Social
Work in housing policy, especially in social work with families and communities in
vulnerable situations. It is concluded that housing policy is fundamental, since it is both
a structural and structuring dimension of human and social life; however, it must be
articulated with other public policies in order to effectively contribute to reducing
inequalities and guaranteeing the right to housing. In order to build more dignified living
conditions for the population, a political restructuring of public authorities is necessary,
one that recognizes access to all citizenship rights for every individual and family as
essential, respects historical popular achievements, seeks integration among the
actions of different public authorities, and promotes the expansion, improvement, and
coordination of all social public policies, so as to avoid reproducing environmental
racism and sociospatial segregation.

A acolhida as famílias e as pessoas com autismo : uma contribuição teórico-operativo na assistência social brasileira

Título: A acolhida as famílias e as pessoas com autismo : uma contribuição teórico-operativo na assistência social brasileira

Abstract: This Undergraduate Thesis analyzes the theme of social protection and the
theoretical contributions of Social Work to Social Assistance Policy in the reception of
families and individuals with Autism Spectrum Disorder (ASD). This is a qualitative,
exploratory, and descriptive study, grounded in historical-dialectical materialism, which
uses documentary analysis as its central methodological procedure. The study takes
autism as a refraction of the social question. The general objective is to analyze the
theoretical contributions within the field of Social Assistance Policy regarding autistic
individuals, with the specific objectives of analyzing national legislation, official
documents of the Unified Social Assistance System (SUAS), resolutions of the Federal
Council of Social Work, institutional reports, and academic productions on disability
and autism, as well as discussing the reception of autism and the professional practice
of Social Work in the face of theoretical scarcity and the lack of guidance for
intervention in social protection policies, in addition to addressing critical,
intersectional, and anti-ableist training in the reception of families of autistic individuals.
The results show that the recognition of autism as a disability, consolidated by
Law No. 12,764/2012, occurred belatedly in Brazil, directly impacting the formulation
and implementation of public policies. Based on the social model of disability and the
anti-ableist struggle, it is demonstrated that the barriers faced by autistic individuals
are socially produced and intersected by inequalities of class, race, gender, and
territory. The analysis of the legal framework composed of the Federal Constitution,
LOAS, SUAS, the Berenice Piana Law, and the Brazilian Law of Inclusion reveals
normative advances, but also contradictions resulting from the underfunding of social
policies, weak intersectoral coordination, and the persistence of institutional ableism.
In the field of social assistance, the centrality of the Continuous Cash Benefit (BPC),
the role of CRAS, and the strategic function of Social Work are highlighted, whose
practice must articulate technical-operational, theoretical-methodological, and ethical-
political dimensions. It is concluded that the realization of the rights of autistic
individuals depends on the strengthening of SUAS, the expansion of social protection,
the critical training of professionals, and theoretical production committed to human
emancipation and the confrontation of ableism.
