However, in Brazil, another crisis was aggravated by the arrival of the virus: the labor crisis. With the increase in the number of people unoccupied, many have found application delivery an option for personal and family support. As a result, the number of couriers grew exponentially, further highlighting the problems already seen before, arising from the uberization process that has taken place due to the sharing economy proposals. Thus, this work aimed to analyze, from bibliographical and documentary research, points of debate and action of public management concerning the sharing economy, emphasizing the working conditions of application deliverers in times of COVID pandemic -19. For this, we surveyed data from academic periodicals, legislation, and articles from newspapers and magazines, having as orientation key words “sharing economy”, “digital platforms”, “application drivers”, “application deliverers”, “motoboys”, “pandemic”, “covid-19”, “public management”, “public policies”, “economy” and “uberization”. Finally, from this research, we observed critical points that already existed in the pre-pandemic period, which were only accentuated with the arrival of Covid-19. We have government actions as a palliative for labor causes, bills aimed at improving working conditions. However, until then, app deliverers continue to feel the reflection of the absence of public regulations concomitant to the rapid advance of the sharing economy. To this end, a documentary research, of an exploratory and descriptive nature, was carried out on the institutional page of the National Association of Graduate Studies and Research in Administration (ANPAD), with the search about of the following keywords: motivation, public administration and public sector. It was observed how many articles were published in these meetings in the last five years. The result of the search in the database was 23 (twenty-three) studies that addressed the topic of motivation in public administration and/or the public sector. However, after reading the abstracts and keywords of each of the 23 articles, it was noticed that only 6 (six) actually dealt with the research theme, which is motivation in public administration. This study found that the literature on the theme “Motivation in Public Administration” or “Motivation in the Public Sector” had few publications in EnANPAD's and EnAPG's in the analyzed period, the years 2017 to 2021. It is suggested, as an agenda of research, the survey of the theme in the EnANPAD's and EnAPG's the last 10 years and the study of the publications of the National Meeting of People Management and Labor Relations of ANPAD - EnGPR and in the Meeting of Public Administration of ANPAD - EnAPG. For this, the methodological strategy of the exploratory study was adopted through documentary and bibliographical research, taking as the unit of analysis the concession held in the municipality of Santa Rita - PB. The research was carried out based on a thematic focus on public basic sanitation services, with only drinking water supply and sanitary sewage services being analyzed. Regarding the theoretical framework, the study was carried out based on the concepts of water supply and sanitary sewage service, legislation relevant to basic sanitation in Brazil and, finally, analysis of the municipality of Santa Rita. Among the management aspects brought by the New Framework identified in the study of the municipality of Santa Rita-PB, it is the opening of competition in the sanitation sector, given the prohibition of signing new program contracts and the obligation that all new contracts are preceded by bidding. The results show that the city's water supply and sewage services need more efficient planning by managers. Finally, the changes implemented by the New Framework should be increasingly common in municipalities and studies become increasingly important to improve management formats that meet the established goals. The research aims to present and analyze the main differences between PMAQ-AB and Previne Brasil, the program that succeeded it. In this research some comparison will be made between the two programs mentioned above. To achieve the proposed objectives, a bibliographic review was carried out, with studies based on articles, concepts and ordinances, as it is necessary to understand reformulations that occurred during the implementation of the PMAQ in Previne Brasil. Analysis through theoretical studies, relating to the reality found. In view of the study carried out, it can be considered that the implementation of the PMAQ-AB was an important initiative for the improvement of the ABS structure, however with the implementation of the New Financing Model, Previne Brasil, it introduced a variable financing model based on a basket of criteria such as the number of people registered, which can lead to changes in access to health services.
