Abstract: The research developed a maturity model for strategic public procurement in&#xD;
the Brazilian context, designed for application in Direct Public Administration&#xD;
agencies. The objective is to assess the maturity level of public procurement&#xD;
processes, aiming to guide these organizations in achieving sustainable national&#xD;
development goals. The methodology employed combines document analysis to&#xD;
map relevant national and international best practices for building the model,&#xD;
validated by a panel of experts (two-stage Delphi method) and the application of the&#xD;
prototype in state public procurement offices. The validated maturity model&#xD;
comprises 25 items, each with four statements that reflect the progressive&#xD;
development of the organization.

Abstract: This study aimed to analyze the relationship between the personal, professional, and&#xD;
educational characteristics of Labor Inspectors (AFTs) and their level of professional&#xD;
skepticism in enforcing compliance with the minimum legal quota for professional&#xD;
apprenticeships. Based on the concept of professional skepticism proposed by Hurtt&#xD;
(2010), the study adopts an exploratory and descriptive methodological approach with&#xD;
a quantitative focus. Initially, action research was carried out, leveraging the&#xD;
researcher's professional role as an AFT, to identify elements relevant to the&#xD;
development of the data collection instrument. This qualitative stage supported the&#xD;
development of the survey questionnaire, ensuring greater alignment with the empirical&#xD;
context of apprenticeship inspection. The sample consisted of 59 AFTs from various&#xD;
regions of the country, allowing for a diverse characterization of the participants'&#xD;
profiles. The data were analyzed using Partial Least Squares Structural Equation&#xD;
Modeling (PLS-SEM), using validated scales to measure professional skepticism and&#xD;
interprofessional collaboration. The results indicated that interprofessional&#xD;
collaboration is the variable with the greatest most substantial and statistically&#xD;
significant positive influence on professional skepticism, while factors such as length&#xD;
of service, time in public service, and academic background showed no meaningful&#xD;
impact. The study contributes to the advancement of knowledge around labor&#xD;
inspecting auditing, in addition to enriching the academic debate on professional&#xD;
skepticism in the public sector. The findings also align with the Sustainable&#xD;
Development Goals (SDGs), especially targets 4.4 and 8.6, by highlighting the&#xD;
strategic role of AFTs in promoting decent work and the productive inclusion of young&#xD;
people.

Abstract: Global society is undergoing a process of urbanization, in which most of its&#xD;
population is already living in cities. Likewise, hunger is still a recurring problem, but it has&#xD;
been joined by other understandings such as food (in)security at various levels and, more&#xD;
recently, the issue of malnutrition resulting from the consumption of poorly nutritious food.&#xD;
Realizing that the transformation of this reality must involve the construction of efficient,&#xD;
adequate and territorialized food systems from a social, economic and environmental&#xD;
perspective, international cooperation has called for the action of local governments, in the&#xD;
context of cities. In this context, organizations such as the Food and Agriculture Organization&#xD;
of the United Nations have built foundations to encourage regions, countries and their entities&#xD;
to develop public food policies with a collective future in mind. Thus, the Milan Urban Food&#xD;
Policy Pact emerged in 2015 with the aim of bringing together global cities so that they can&#xD;
collectively exchange information, disseminate policies and leverage the development of&#xD;
food systems. This paper therefore focuses on the study of the Pact as a working tool for&#xD;
decentralized international cooperation and the role of local governments in the governance&#xD;
of food systems. Methodologically, the analysis was chosen based on documentary and&#xD;
bibliographical research, to answer the question "what are the limitations of food governance&#xD;
that give rise to the role of local governments and how does the MUFPP position itself in this&#xD;
context?". The results of the research, presented in the discussion, show the challenges in&#xD;
food governance under the action of local governments and the difficulties of adapting the MUFPP monitoring structure, such as the substantial differences between the territories in&#xD;
which the governments are related, the limitations for evaluating and monitoring policies and&#xD;
the political nature of all the decisions that permeate the development of food systems.

Abstract: The adoption of sustainable practices by public administration has been consolidated&#xD;
as a fundamental strategy for promoting sustainability in Brazil. In this context, the&#xD;
Sustainable Logistics Plan (PLS) stands out as an essential tool aimed at incorporating&#xD;
principles of socio-environmental responsibility into the routines of public agencies. It&#xD;
is observed, however, that most research on sustainable practices in the public sector&#xD;
focuses on Higher Education Institutions, representing about 75% of the existing&#xD;
literature on the topic. In this regard, the present research sought to evaluate the&#xD;
implementation of sustainable practices in the DNIT Superintendencies, focusing on&#xD;
the PLS, based on the perception of civil servants and outsourced workers who operate&#xD;
in the Regional Superintendencies of the agency. The specific objectives included&#xD;
identifying sustainability initiatives established by the DNIT’s PLS, describing the&#xD;
perception of civil servants and outsourced workers from the DNIT’s Regional&#xD;
Superintendencies regarding the theme of sustainability and the PLS, to identify&#xD;
sustainable practices experienced in the workplace, based on the narratives shared by&#xD;
civil servants and outsourced workers who operate in the Regional Superintendencies&#xD;
of the agency, as well as gathering suggestions for improvement and greater&#xD;
engagement in sustainable initiatives within DNIT. To achieve these objectives, a&#xD;
qualitative approach of descriptive and exploratory nature was used, through narrative&#xD;
and photographic interviews with civil servants and outsourced workers from eight&#xD;
superintendencies. The results revealed a significant limitation in the knowledge about&#xD;
the PLS among the participants, which may compromise its full application. Topics&#xD;
such as fleet management, the assessment of outsourced staff numbers, and social&#xD;
inclusion were rarely mentioned, suggesting a limited scope of these actions or lower&#xD;
visibility within the institution. On the other hand, it was observed that some sustainable&#xD;
practices are already part of the routine in certain superintendencies, such as the&#xD;
rational use of consumption materials and the preference for products with lower&#xD;
environmental impact, such as recycled paper and biodegradable cups. Selective&#xD;
waste collection and the replacement of conventional equipment with more efficient&#xD;
models, such as LED lighting and modern coffee machines, were also reported. In&#xD;
some cases, initiatives such as the implementation of community gardens and the&#xD;
installation of specific collectors for the proper disposal of batteries were highlighted&#xD;
by interviewees. Although there is recognition of occasional actions aimed at improving&#xD;
quality of life in the workplace, weaknesses were identified in the institution's&#xD;
communication tools, hindering dissemination and collective engagement. Thus, the&#xD;
study proposed five actions to strengthen the PLS at DNIT: providing training&#xD;
programs, improving internal communication, formally including outsourced workers,&#xD;
supporting PLS committees, and valuing best practices. These measures aim to&#xD;
broaden institutional engagement and foster a sustainable culture. It is concluded,&#xD;
therefore, that despite the progress and efforts made by DNIT in promoting&#xD;
sustainability, much still needs to be done for the PLS to become a truly consolidated&#xD;
and effective policy within the institution.
