Abstract: Ukraine has been using Class 1 and 2 aerial drones, especially first-person-view (FPV) drones,&#xD;
intensively in its defence against the Russian invasion since 2022, broadening the debate on the&#xD;
role of air power in asymmetric and high-intensity conflicts. In this context, at what stage of&#xD;
the military innovation process is Ukraine’s employment of first-person-view (FPV) aerial&#xD;
drones? The starting point is the hypothesis that drones are not just improvised short-term&#xD;
solutions, but central elements of a military adaptation process with innovative potential,&#xD;
capable of expanding the operational capacity of a strategically disadvantaged actor through&#xD;
low-cost and highly adaptable means. The research is based on Military Innovation Theory and&#xD;
classic and contemporary studies on air power, adopting a qualitative approach and structured&#xD;
as a single case study of the conflict in the period from 2022 to 2025. Data were collected from&#xD;
primary documents, such as military reports and official records, and secondary sources,&#xD;
including think tank analyses and specialised literature. The analysis is organised into three&#xD;
main areas: (1) technological innovation, examining the adaptation of commercial drones and&#xD;
their integration into reconnaissance, fire correction and attack missions; (2) organisational&#xD;
innovation, observed in the decentralisation of production, the participation of civilian&#xD;
networks, and the coordination between the state, the armed forces, and civil society; and (3)&#xD;
doctrinal innovation, related to the emergence of new tactical and operational practices in the&#xD;
use of air power in a highly contested environment. It can be concluded that the Ukrainian case&#xD;
represents a highly effective tactical adaptation process with innovative potential, in which&#xD;
material limitations and continuous operational pressure catalyse organisational creativity and&#xD;
new forms of military power generation, even though it does not yet constitute a fully&#xD;
consolidated military innovation.

Abstract: In the context of the decentralization of Brazilian federalism, which has developed a cooperative&#xD;
profile since the 1988 Constitution, the role of managerial capacity and the ideology of subnational&#xD;
governments has become increasingly relevant. Thus, the capacity of municipalities to efficiently&#xD;
provide public goods and to direct political decisions toward effective public policies is of particular&#xD;
importance. In this regard, the present study aimed to assess the magnitude of the effect of managerial&#xD;
capacity and ideology on student performance. The dataset includes all municipal schools in João&#xD;
Pessoa that were considered comparable. Using panel data, the sample consists of 396 observations&#xD;
from 66 schools. The unit of analysis comprises urban public elementary schools in João Pessoa, with&#xD;
a temporal scope spanning from 2009 to 2019. Descriptive statistical analysis of the data indicates&#xD;
that the education system in the capital of Paraíba operates within a context of critical outcomes. To&#xD;
estimate the effect size, a random-effects statistical model was employed. The findings reveal no&#xD;
significant effects of managerial capacity on student performance. However, the results indicate that&#xD;
having a right-wing government in power, compared to a left-wing government, leads to an increase&#xD;
in student performance in municipal elementary schools in João Pessoa. The same effect is observed&#xD;
when the government completes its third year in office and when the school infrastructure includes a&#xD;
computer lab.

Abstract: The coverage of the war between Russia and Ukraine, which began in February 2022, quickly&#xD;
became one of the main focuses of international media, not only due to its geopolitical and&#xD;
military scope, but also because of its economic, diplomatic, and humanitarian effects. News&#xD;
reporting, in this context, is constructed in a way that presentsthe scene from a particular angle;&#xD;
the selection of what to emphasize and what to leave out creates meaning aimed at producing&#xD;
an effect on the audience. From this perspective, the study compares the conflict coverage in&#xD;
editorials from Folha de S. Paulo, The New York Times (NYT), and Al Jazeera during the first&#xD;
year of the war, examining the news framings and possible alignments among media systems.&#xD;
The corpus, collected from official websites, was subjected to topic modeling&#xD;
(LDA/BERTopic) to map thematic regularities, which were then analyzed and systematized&#xD;
through the lens of framing theory. The results indicated a predominant frame in Folha de S.&#xD;
Paulo, which nationalizes narratives from an economic perspective; the American newspaper&#xD;
showed greater internalization of the conflict through a domestic political lens; and in Al&#xD;
Jazeera, the most prominent frame presents criticism of authoritarianism and the selectivity of&#xD;
international law. Taken together, the findings suggest a closer alignment between Folha and&#xD;
the NYT than with Al Jazeera, reflecting political history and strategic interests while&#xD;
maintaining Western specificities. The study thus aims to contribute a replicable method for&#xD;
comparative research in media and foreign policy.

Abstract: This paper seeks to understand the role played by the Transnational Feminist Network&#xD;
CLADEM (Latin American and Caribbean Committee for the Defense of Women's Rights) in&#xD;
the Global South. To analyze the network’s work in the defense of women’s human rights, the&#xD;
emblematic case Alyne Pimentel vs. Brasil is used, in which the CEDAW Committee&#xD;
(Committee on the Elimination of Discrimination against Women) held Brazil accountable for&#xD;
the young woman’s death. Employing a qualitative approach, the study is grounded in&#xD;
feminist theory and aims to understand the strategies employed by transnational legal activism&#xD;
to hold states internationally accountable when they commit or are complicit in gender-based&#xD;
violence. The proposed study seeks to answer the following question: How do Transnational&#xD;
Feminist Networks act to curb state omission, which, in many cases, operates as an active&#xD;
agent in the perpetuation of gender-based oppression and violence, ensuring the fulfillment of&#xD;
women's human rights in Latin America? The research begins by elucidating the concept of&#xD;
Transnational Feminist Networks and their role in Latin America, and subsequently focuses&#xD;
on the CLADEM network, analyzing its litigation strategies and defining characteristics.&#xD;
Subsequently, concepts related to contemporary feminism, decolonial and Latin American&#xD;
feminism, as well as legal and digital activism, are examined in order to gain a deeper&#xD;
understanding of the forthcoming case study, achieving a detailed perspective on&#xD;
intersectional differences. The selection of Alyne Pimentel vs. Brasil case serves to analyze&#xD;
CLADEM and its impact at both international and national levels, through its involvement in&#xD;
an international process addressing the death of a young Black woman from the urban&#xD;
periphery — a case of preventable maternal mortality resulting from state neglect. Ultimately,&#xD;
the study concludes that the alignment between feminist movements, transnational networks,&#xD;
and international organizations has fostered the creation of a mechanism capable of producing&#xD;
critical analysis and promoting legal and social transformation, aimed at safeguarding&#xD;
women’s human rights.
