The study started from the following central question: how do digital and traditional communication strategies affect the reach and effectiveness of the program's dissemination? The general objective was to understand the communication strategies of the Paraíba Early Childhood Program. The research adopts a quantitative methodology, with exploratory and descriptive contours. The method includes bibliographic research, document analysis of publications in official media of the Government of Paraíba from 2021 to 2025, and field research. Primary data collection occurs through the application of a semi-structured questionnaire to the program's target audience in the municipality of Santa Rita-PB. The evaluation of the results reveals a structural mismatch between the message issued by the State and its reception by families. The government concentrates its communication on digital platforms focusing on institutional advertising and accountability, using technical and bureaucratic language that omits practical guidance on accessing services. Conversely, the investigation finds that the vulnerable population prefers horizontal and direct communication channels, resulting in widespread ignorance about the existence and benefits of the program. The study concludes that government communication fails in its role of promoting citizen engagement and digital inclusion, operating predominantly as an exclusionary institutional showcase. Finally, the study suggests that public management diversify information channels, adopt simple language, and empower community agents as multipliers to ensure that early childhood rights reach those who need them most. The research is based on a qualitative and descriptive approach, combining bibliographic and documentary analysis with data collection through interviews with strategic sectors of the institution, such as the Environmental Education Coordination (CEDA) and the Environmental Measurements Coordination (CMA). The theoretical framework encompasses the National Environmental Policy, environmental licensing, and the concept of multi-scalar environmental governance, highlighting the importance of articulation between different levels of government and social actors. The results show that SUDEMA plays a central role in environmental management through instruments such as licensing, inspection, environmental monitoring, and environmental education actions, contributing to the promotion of sustainable development. However, challenges related to resource limitations, bureaucratic obstacles, and difficulties in institutional articulation were also identified, impacting the efficiency of public environmental policies. It is concluded that institutional strengthening, increased social participation, and integration among different actors are fundamental elements for improving environmental governance and ensuring the effectiveness of actions aimed at protecting natural resources in the state. To this end, it takes as its backdrop the context of redemocratization and the promulgation of the 1988 Federal Constitution, which enabled new spaces for debate regarding the direction of public policies, giving citizens an active voice throughout the public policy cycle. As a democratic innovation at the national level, the Participatory Budget stands out among Participatory Institutions. Regarding methodological procedures, the research is qualitative in nature, a single case study, and in terms of objectives, it is exploratory and descriptive. Data collection involved bibliographic and documentary research, semi-structured interviews with institutional actors, and the technique of simple direct observation. The results indicate that the Participatory Budget is structured with laws, decrees, and internal regulations that provide legal security to participation. Furthermore, the institutional design seeks to adapt to the local reality, highlighting the role of facilitators in mobilization and the integration of development planning with other planning instruments. In addition, the instrument fosters debate between citizens and the administration, although its effectiveness depends on the continuous mobilization of civil society to overcome barriers to representation. The institutionalization of this public policy in Brazil began in the 1990s, as a result of the social and economic transformations that occurred in the country. The creation of the National Secretariat of Solidarity Economy (SENAES) in 2003, during the government of President Lula, within the Ministry of Labor, constitutes an important milestone for the institutionalization of the solidarity economy in Brazil, strengthening its consolidation as a strategy for socioeconomic development. Methodologically, this is a qualitative, exploratory, and descriptive research study, conducted through a literature review, document analysis, and semi-structured interviews with an institutional actor linked to the policy in the municipality. However, it is observed that the policy still faces challenges related to continuity, institutional strengthening, and more effective support from the State and governments. In this sense, the importance of the solidarity economy for public management stands out, especially with regard to promoting social inclusion, generating work and income, and fostering local socioeconomic development.
