Abstract: The present research, entitled 'Education Program for Innovation and Entrepreneurship in the&#xD;
State Education Network of Paraíba – Dare to Create Program: Possibilities and Challenges',&#xD;
aims to analyze the development of Entrepreneurship and Innovation in the Public Education&#xD;
Network of Paraíba, through the Dare to Create Program. The study emphasizes the integration&#xD;
of entrepreneurial practices into High School, with the objective of fostering the formation of&#xD;
critical and proactive students, able to identify and solve problems in their communities. It seeks&#xD;
to understand the consistency of pedagogical practices aimed at entrepreneurship and to propose&#xD;
a management model — materialized in the creation of an Innovation Center — to ensure the&#xD;
continuity and monitoring of the public policy 'Dare to Create'. Methodologically, a qualitative&#xD;
approach is adopted, of a descriptive nature, embodied in a case study. The investigation covers&#xD;
the perceptions of the coordination, teachers and students of the State Network directly linked&#xD;
to the program. For data collection, through focus groups and documents presented, such as the&#xD;
State Law of the Dare to Create Program, public notices and manuals of the same. Using&#xD;
thematic analysis to understand the experiences within the scope of this public policy. The&#xD;
results of the research present the direction for improving the management of Dare to Create,&#xD;
as well as the monitoring of the teams' products and the effectiveness of public policy in the&#xD;
State of Paraíba. The final product aims to support the implementation of the aforementioned&#xD;
Center, ensuring the continuity of Entrepreneurial Education as a central tool of the State.

Abstract: This study investigated the impacts of the Management and Performance Program (PGD) on&#xD;
the turnover intention of technical-administrative staff in education (TAEs) at the Federal Rural&#xD;
University of Pernambuco (UFRPE). A qualitative, exploratory approach was adopted,&#xD;
structured as a case study, using semi-structured interviews and content analysis. Seventeen&#xD;
staff members from the Office of People Management (PROGEPE) participating in the PGD&#xD;
took part in the research.The results indicate that the program significantly contributed to&#xD;
reducing turnover intention, both internal and external, by promoting talent retention,&#xD;
postponing retirements, and reversing redistribution requests. Prior to the implementation of&#xD;
the PGD, the main factors associated with the intention to leave were related to dissatisfaction&#xD;
with remuneration, centralized decision-making, lack of recognition, and the strain caused by&#xD;
daily commuting. After joining the program, participants reported improvements in quality of&#xD;
life, a better work–life balance, greater transparency in activities, increased autonomy and&#xD;
flexibility, and enhanced productivity.Despite these advances, participants expressed concerns&#xD;
regarding the potential discontinuation of the PGD, which could reignite turnover intention.&#xD;
The study proposes strategic actions for institutional management, such as maintaining the&#xD;
program, establishing technical criteria for appointing managerial positions, strengthening&#xD;
participatory management, and enhancing the recognition of TAEs. As a limitation, the analysis&#xD;
focused on a single unit PROGEPE which did not allow for an in-depth examination of the&#xD;
disadvantages of telework or the particularities of other sectors within the institution. The study&#xD;
concludes that the PGD, especially in the telework modality, represents an effective strategy&#xD;
for improving organizational climate and reducing turnover intention among staff. Further&#xD;
research is recommended to include other units of UFRPE, to assess the program’s effects on&#xD;
employees’ mental health, and to examine the long-term impacts of the PGD on organizational&#xD;
culture.

Abstract: Access to public information is a fundamental right indispensable to strengthening democracy.&#xD;
In Brazil, for many decades, a culture of secrecy has been perpetuated, with many challenges&#xD;
related to transparency. The enactment of Law No. 12,527/2011, known as the Access to&#xD;
Information Law, represented a milestone by formally establishing publicity as the rule and&#xD;
secrecy as the exception. However, many challenges remain for government bodies and&#xD;
entities to meet the established transparency precepts. Considering the context of the Federal&#xD;
University of Paraíba, this study aimed to analyze access to public information in the Course&#xD;
Coordination offices of the Center for Social and Applied Sciences, based on the perception&#xD;
of technical-administrative staff in the exercise of their functions. To achieve the proposed&#xD;
objective, a qualitative, descriptive research approach was carried out, using bibliographic and&#xD;
documentary procedures, employing questionnaires as a data collection instrument. The data&#xD;
analysis was conducted using Content Analysis and inspired by Interpretative Comprehensive&#xD;
Analysis, enabling the identification of analytical categories related to the knowledge of staff&#xD;
members regarding the Access to Information Law, passive transparency in Course&#xD;
Coordination, and best practices in transparency. The results revealed weaknesses in the&#xD;
understanding of the boundaries between transparency and the protection of personal data, as&#xD;
well as gaps in the understanding of basic concepts related to the legislation. A lack of&#xD;
standardization in service provision was observed, and there is no systematized institutional&#xD;
guidance on the subject, with training courses on this topic also being scarce. As a&#xD;
contribution, the study proposed a guide to best practices directly aimed at the service&#xD;
provided by Course Coordination. The results demonstrate that the proposed improvements&#xD;
have the potential to assist in improving practices within the UFPB and can be replicated in&#xD;
other higher education institutions.

      <title>Melhoria do processo de consolidação de demandas de bens materiais no calendário anual de compras e contratações da UFFB: uma contribuição à Divisão de Planejamento de Compras da Pró-reitoria de Administração</title>

Abstract: This research investigated how Process Management can contribute to improving the&#xD;
consolidation of material demands within the Purchasing and Contracting Calendar of the&#xD;
Office of Administration of the Federal University of Paraíba. Between 2022 and 2024, fewer&#xD;
than half of the items consolidated by the Purchasing Planning Division were approved in&#xD;
electronic bidding processes, revealing waste of resources and a departure from principles&#xD;
such as Efficiency and Planning established in public procurement legislation. The general&#xD;
objective was to propose improvements to this process through the analysis of the causes of&#xD;
item failure and the mapping and redesign of the workflow. The study adopted a qualitative&#xD;
approach and employed semi-structured interviews, non-participant observation, and&#xD;
bibliographic and documentary research, including the examination of bidding records&#xD;
available in the PNCP. The process was modeled using BPMN notation, with support from the&#xD;
Bizagi software, and subjected to Value-Added Analysis, validated on the basis of ISO/TR&#xD;
26122:2008, which made it possible to identify redundancies and non-value-added activities.&#xD;
Initially, it was observed that there was a cumulative reduction of 33% in the number of&#xD;
bidding processes and 19% in the volume of items tendered, accompanied by fluctuations in&#xD;
approval rates and the persistence of a significant number of failed or deserted items. The&#xD;
main causes of failure were related to incompatibility between estimated and market prices,&#xD;
inadequacies in technical specifications, and non-compliance with qualification requirements,&#xD;
revealing weaknesses in the internal planning phase. A significant portion of the problems&#xD;
was found to stem from a fragmented and poorly integrated organizational structure. Based on&#xD;
these findings, a new process design was proposed, including the elimination of&#xD;
non-value-added activities, the reduction of rework, the strengthening of standardization, the&#xD;
training of requesting units, and the promotion of automation through SIPAC. It is concluded&#xD;
that the application of Process Management to public procurement is pertinent, as it presents&#xD;
an improvement model that contributes to the rationalization of work, the enhancement of&#xD;
procurement planning, the increase in acquisition success rates, the modernization of&#xD;
institutional practices, and the advancement of academic discussions in the field of&#xD;
Administration.
