Abstract: This study investigates the developments of quota policies in Brazilian higher
education, established by Law No. 12,711/2012, recognizing them as an
important affirmative action aimed at reducing educational, social, and economic
inequalities in the country. Beyond ensuring access, the study seeks to
understand the dynamics of retention, support, and institutional monitoring of
students admitted through this policy. The research focuses on the academic
trajectories of quota students in the Medicine program at the Federal University
of Paraíba (UFPB), linked to the Center for Medical Sciences (CCM), considering
that this program has historically represented an elitist and socially restricted
space. The study was developed within the Graduate Program in Public Policy,
Management, and Evaluation of Education (PPGAVE) at UFPB. The
promulgation of the Federal Constitution of 1988 marked a significant shift by
breaking with assistentialist models and affirming Brazil’s ethnic and social
plurality, enabling the expansion of inclusive policies and challenging traditional
spaces, including universities. The advancement of affirmative action policies has
transformed the profile of the student body in public institutions, promoting the
inclusion of groups historically excluded from higher education. The study
adopted a phenomenological approach, centered on human experiences,
combined with bibliographic and documentary research and a case study. As a
requirement of the professional master’s program, a Technical-Technological
Product (TTP) was developed in the form of the Guide for Full Citizenship at
UFPB, designed based on the experiences and perceptions collected during the
research. The guide is intended for UFPB students, providing guidance on rights,
institutional reporting mechanisms, and legal frameworks that ensure the
protection of their integrity and citizenship. It is conceived as a tool to strengthen
full academic participation, promote equity and inclusion, and foster a more just
and accessible university environment. The research aimed to contribute to a
critical understanding of the effectiveness of quota policies, particularly in highly
selective programs such as Medicine, highlighting the challenges that remain
regarding the real democratization of higher education. Based on the accounts of
quota students in the Medicine program, the findings reveal that although quota
policies have significantly expanded access for historically excluded groups,
academic retention is still marked by challenges related to socioeconomic
inequalities, material constraints, long commuting distances, the need to balance
work and study, and, above all, recurrent experiences of prejudice and
discrimination from peers and, in some cases, faculty members. The results
indicate that these factors affect students’ sense of belonging, self-esteem, and
academic engagement, while also revealing resistance strategies based on
support networks, peer solidarity, and individual resilience. It is concluded that,
for inclusion to be effective, affirmative action policies must be accompanied by
continuous institutional measures of pedagogical, psychological, and financial
support, as well as initiatives aimed at promoting an anti-racist, inclusive
university culture committed to equity and the appreciation of diversity.

Abstract: This study analyzes the retirement of employees of the Federal University of Paraíba (UFPB)
in the context of Constitutional Amendment (EC) No. 103/2019, investigating how the
normative changes impact the retirement planning of the institution's employees and the
subjective experience of this transition. The study, of an applied nature, is characterized as a
case study with a qualitative approach, combining bibliographic and documentary research
and field data collection through a semi-structured electronic questionnaire applied to retired
employees of the institution between November 13, 2019, and December 31, 2024. The
bibliographic research encompassed books, articles, theses, and dissertations that discuss
social security, specific regimes, retirement planning, and social policies under a neoliberal
logic, while the documentary research incorporated the analysis of EC No. 103/2019, federal
normative acts, and internal UFPB documents. The data were analyzed using Bardin's Content
Analysis technique. The results indicated that the experience of civil servants who retired
under the context of Constitutional Amendment No. 103/2019 was marked by feelings of loss,
insecurity, and frustration, mainly associated with the postponement of retirement, the
increase in the minimum age, changes in the calculation of benefits, and the financial impact
of the transition rules. At the same time, perceptions emerged that retirement, although
weakened in terms of rights, can be redefined as a stage for reorganizing life and new
projects, provided it is accompanied by adequate planning. It was also found that the absence
of institutional retirement preparation programs exacerbates the difficulties experienced by
participants, reinforcing the transfer of the pension burden to the individual. It is concluded
that the reform consolidated a process of individual responsibility in social security, aligned
with neoliberal logic, and produced objective and subjective effects on civil servants,
demanding institutional responses. In this sense, the research proposes as a technical product
the development of a Retirement Planning module to integrate a future retirement preparation
program at UFPB, aimed at supporting employees in adapting to new regulatory requirements
and facing the uncertainties caused by the changes.

Abstract: Internationalization policies in general at universities concentrate actions within the
scope of international cooperation, scientific and technological development, as well
as the development of human resources in the academic context. In this perspective,
the objective of the present study consisted in proposing an institutional innovation in
the internationalization policy of the Federal University of Paraiba to make it more
efficient, mapping the process and the internationalization actions existing in the
Institution. Identifying the sources of funding applied to the university's
internationalization activities, as well as analyzing the implementation of the UFPB's
internationalization policy based on Resolution No. 06/2018 and the current
Institutional Development Plan. To this end, an exploratory research was carried out,
which consisted of collecting information that sought to understand the entire process
of internationalization of the institution. In this sense, the methodology follows the
principles of content analysis. As for the analysis of the data obtained, in addition to
the theoretical framework, a search was carried out for comparative purposes in
internationalization processes and policies of other Federal Universities. From the
results, it was observed that the status of the internationalization of the UFPB is still in
development and it needs to innovate the structure of its internal policy in specific
aspects to achieve better indicators of institutional results. In addition, it was possible
to perceive that there is a movement in internationalization actions, however, in an
isolated and little publicized way at the university.

Abstract: The need for internationalization in the field of Graduate Studies has grown substantially in
CAPES evaluations. This is because the opportunities for internationalization, together with
strategic imperatives such as inclusion, the improvement of the qualification of agents, the
improvement of a foreign language, the increase in the scientific and sociocultural impact of
research, among others, offer means to improve these academic and professional trainings,
since they constitute, so to speak, a basic and necessary condition to achieve greater excellence
in this field of learning. In this context, the present dissertation aims to analyze the main
guidelines and internationalization actions of the Graduate Program in Religious Sciences of
the Education Center of the Federal University of Paraíba, with a view to meeting the policy of
evaluation of Graduate Studies in force in Brazil. That said, Methodologically, the study is of
an applied and descriptive nature to analyze the data collected from primary and secondary
sources, including institutional documents from UFPB and CAPES, such as Resolution No.
06/2018 CONSUNI and Area Document 44, among others. In addition, the theoreticalconceptual
framework is based on the internationalization of higher education as a process of
integration of an international/intercultural or global dimension in the purpose and functions of
institutions, highlighting its relevance for academic excellence and the fundamental role of
international relations advisories. Therefore, as a result of our research, a manual of good
practices of internationalization was elaborated that creates and defines the Advisory for
International Affairs and its attributions, thus adding solutions and autonomy — according to
the basic pillars — to the Graduate Program in Religious Sciences of the UFPB Education
Center. Thus, we conclude that internationalization should not be understood only as an
evaluative requirement or a marker of institutional prestige, but as an ethical and political
commitment to the democratization of knowledge, cultural diversity and scientific production
notevolmente nelle valutazioni CAPES.
In
definisce l'Advisory for International Affairs e le sue attribuzioni, aggiungendo così soluzioni
focalizzata sulle sfide contemporanee.
