Análise do Regime Complex de mudanças climáticas: percepções sobre a vulnerabilidade social

Abstract

By 2020, climate change is expected to require an active response from national and subnational governments and international organizations. Climate change will also be responsible for highlighting existing weaknesses in various social groups. Active action on the problem will demand that the Climate Regime be incisive and coordinate the activities and policies that will be developed. However, due to the transversality of climate change and its effects, the regulatory overlap may be a setback, as it makes decision-making more expensive, or it may bring benefits in the management of the various problems associated with climate change, as highlighted in the literature on Complex Regime. But even so, it is important to investigate the bottlenecks faced in the full implementation of the climate agenda. Thus, this work aims to analyze the constitutive elements of the Complex Climate Change Regime, highlighting the institutional trajectory and possible paths to be followed, mapping the various rules, norms and institutions that make up the international climate change regime (main regime) and the main other regimes that also affect the theme, in this work we will stick to the FAO analysis. Therefore, a qualitative literature review is carried out, in relevant databases, with the intention of creating an analytical universe capable of deepening the theme and promoting a more detailed understanding. Thus, in the case of climate change, overlap is not a problem, as it will produce complementary activities for the regime; in addition, actions must limit support to the capacities of vulnerable populations to maintain resources, productive activities, recovery capacity and creation of support networks.
