Besides the research in the existing literature, this paper used documents produced by the European Commission, European Council and meetings of Ministers nationally responsible for higher education, as well as reports of monitoring and follow-up groups of initiatives in the area, to identify the participation of the European Commission in the formulation of educational policies. The analysis show that the increase of Commission’s participation exist, considering a period prior to the Maastricht Treaty, but it was also followed by an increase of the participation of the States and of non-governmental actors in European policies in higher education. Além da literatura presente, este trabalho usou de documentos produzidos pela Comissão Europeia, Conselho Europeu e reuniões de Ministros responsáveis, nacionalmente, pela educação superior, bem como relatórios de grupos de monitoramento e acompanhamento das iniciativas na área, para identificar a participação da Comissão Europeia nos ambientes de formulação das políticas educacionais.
