Bringing a historical fight for Urban Reform in the country, its proposals and actions, and a summary of housing policy in Brazil, with the presentation of MCMV in its two versions and their main criticism. Seeks to identify the extent to which PMCMV breaks or not with the guidelines of the Urban Reform, and structure their actions.
