NEOLIBERALISMO E O SERVIÇO SOCIAL: desafios para materialização do Projeto ético-político na contemporaneidade

Abstract

This study aims to analyze the challenges posed to the Social Service in the process of materializing the professional ethical-political project in the face of the neoliberal ideology. In this way, the objective is: to identify how neoliberal reforms constituted ideological, political and cultural obstacles to its materialization; to observe how capitalism in its most structural aspect reflects in the Social Service as a salaried profession inscribed in the socio-technical division of labor; to discuss the particularities of the contemporary conjuncture under the hegemony of the neoliberal project in relation to the professional project; and to emphasize the contradictions between the neoliberal project and the ethical-political project. In this sense, the research is configured as a theoretical nature, with a bibliographical character with a qualitative approach. The method of analysis employed in this work was dialectical historical materialism, since it is characterized by the movement of thought through the historical materiality of the experience of the man in society, corresponding to the category of the totality of reality, and thus, with greater apprehension historical and social phenomena. In order to offer the reader greater understanding of the subject matter, we will touch on relevant points such as the genesis of Social Service, the Movement of Reconceivation, the construction of the ethical-political project of the profession, as well as the fundamentals and characteristics of neoliberalism and its ongoing project in Brazil from the 1990s to the present. Therefore, we divided methodologically the work into three chapters: I -Construction of the ethical-political project of the Brazilian Social Service; II - Neoliberalism and III - Mediations between the neoliberal project and the ethical-political project of Social Service. Finally, the problems of neoliberal ideology and its refutations in the three dimensions of the profession: exercise, professional formation and production of knowledge will be approached. We conclude with the research that the deepening of neoliberal measures causes strong impacts on the three dimensions of the profession. In this way, in the scope of professional practice we have intensified the precariousness of work and social policies. With regard to professional training, we noticed the increase in the Distance Learning (EAD) and face-to-face modalities in private institutions that lead to the lightening of training, in addition to the precariousness of federal and state institutions, as well as the services provided by student assistance. And with regard to the production of knowledge, we have identified the increase in influences of postmodern thought and conservatism in research.
