A paradiplomacia estadual da Paraíba: características do ambiente paradiplomático periférico em construção

Abstract

The present paper includes some International Relations studies focused on an analysis of the international performance of governmental entities or non-central governments of the countries. The participation in this international scenario has been seen as a challenging issue for the discipline, both in terms of defining a conceptual theoretical device for dealing with issues and in understanding one's own performance, motivations and causalities. The practice of international relations by subnational units of countries is not recent, being identified since the nineteenth century, but the phenomenon has become more intense in recent decades. Reflecting the global processes, the registered subnational states are reorganized and motivated to take on new responsibilities and act internationally. In this sense, this paper aims to understand the structure and the functioning of paradiplomacy in the State of Paraiba, as well as identifying the actors involved in the government's international relations, through a survey and mapping of the state's organizational structure and interviews with public managers. Thus, it was possible to understand how forms of international insertion and the factors that drive and/or hinder the internationalization of the State of Paraiba from the physical and material conditions used to deal with this area. Moreover, the purpose of the research was to produce hitherto unrecognized information about a paradigm of Paraibana and to contribute, more broadly, to research on the conditions of the Brazilian paradiplomacy.
