As determinações sócio-históricas da reincidência na socioeducação: a realidade sócio-concreta dos adolescentes em conflito com a lei do meio fechado

Abstract

The present work was the result of the supervised internship in the curriculum of the Social Service course at the Federal University of Paraíba, carried out in the management of the Child and Adolescent Development Foundation “Alice de Almeida”, responsible for the implementation of closed socio-educational measures in the State of Paraíba, whose approach to the theme occurred through visits to the units hospitalization, mainly at the Edson Mota Socio-educational Center (CSE).The general goal is to identify the mediations between the concrete historical determinations of adolescent life that committed infractions, the socioeducational measures applied and the recurrence rates. Social reality is a central determinant of the offense committed by adolescents who enter the socioeducational system; which, in turn, given its supreme and structural limits, acts only in the most immediate / micro dimension of this relationship and still in a precarious way, with regard to guaranteeing rights, in the process of “social reintegration” of these adolescents. In this way, the graduates of this system return to social life submitted to the same determinations that led them to the situation of withdrawal and that, in many cases, lead them to recidivism. The limits placed on the institutions and the State responsible for monitoring these adolescents, whose objective is to reinsert them in social life, will be pointed out, so that they do not recur. A bibliographic research was carried out with Social Work authors who discuss about socio-education and the violations of the rights of adolescents, promoting the discussion about the recurrence of these young people, but also authors from other areas who also discuss the topic were used, as there is a delay in publications on the subject. A semi-structured interview was conducted with the teenagers and a document research at the CSE unit. Thus, the limitation, denial and historical violation of the rights of children and adolescents really measure the entry and recurrence in the socio-educational system.
