| Título: | Segurança energética brasileira e incentivos ao desenvolvimento industrial nos Governos Lula e Dilma |

| Resumo: | O texto tem como objetivo apresentar análise sobre aspectos inerentes à garantia da segurança energética em termos gerais e no contexto brasileiro, evidenciando tanto dilemas do ponto de vista teórico como prático. O estudo se baseia inicialmente numa discussão sobre a delimitação do conceito de segurança energética, para em seguida examiná-lo a partir do Programa de Desenvolvimento Produtivo (PDP) e o Plano Brasil Maior (PBM), estas consideradas políticas voltados ao desenvolvimento da indústria nacional e implementadas nos governos Lula (2003-2010) e Dilma (2011-2016), respectivamente. Como resultado, acredita-se que foi possível evidenciar as diferentes concepções sobre segurança energética, ressaltando os distintos contextos e repercussões no tratamento da temática. Da mesma forma, tem-se a oportunidade de ampliar a compreensão sobre a segurança energética no cenário brasileiro. |
| Abstract: | The purpose of this study is to give an analysis of factors of maintaining energy security in general and in the context of Brazil, stressing both theoretical and practical challenges. The study begins with a discussion of the definition of energy security before looking at it through the lens of the Productive Development Program (PDP) and the Plano Brasil Maior (PBM), two policies aimed at the development of national industry that were implemented during the Lula (2003-2010) and Dilma (2011-2016) administrations, respectively. As a result, it is thought that alternative perspectives on energy security could be highlighted emphasizing the various contexts and ramifications in the presentation of the issue. In the Brazilian scenario, there is also an opportunity to enhance the understanding of energy security. |
