Rodada Doha e crise de 2008: uma análise do Brasil na negociação da proposta Lamy

Abstract

This paper intends as general objective to illustrate how the Brazilian negotiations of the Lamy package in the Doha round in Geneva in the period of 2008 were affected by the instability of the international monetary and financial system. With specific objectives to describe about the process of historical formation of the multilateral trading system and its interconnection with the international financial monetary system, the characteristics of the deadlock, the negotiation object (Lamy package), Brazil's objectives in the round in comparison with those of its coalition, based on a bibliographic review related to such themes. In this way, this work also intends to elucidate the economic consequences of the previously mentioned participation of Brazil in an attempt to better understand the directions that the country's foreign policy in the international trade regime took through the international context of the period and draw conclusions about changes in the country's economic objectives during the negotiation, the instability of the financial monetary system in the period, the performance of Brazilian foreign policy, in addition to giving an overview of the causes and type of the 2008 deadlock. Understand Brazil's objectives in such negotiation (as well as its structuring and object, that is, the Lamy package) is crucial to understand the country's economic relations in the period of the 2008 economic-financial crisis, as well as its split alignment tendencies between the US and the G20 and as such a fact influenced its modus operandi in the Doha round negotiations and eventual deadlock.
