A ONU Mulheres enquanto sistema político: sua história, seus inputs e sua formulação de políticas públicas

Abstract

The following article analyses how decades of inputs from feminist NGOs were capable of influencing the UN system on changing their political framework on gender issues and creating new gender specialized institutions, resulting in the emergence of UN Women. Then, it will be analyzed how these political exchanges between political system and civil society happen within this new entity. The framework for analysis of political systems made by Easton (2006) and Rittberger (2006) will be used as analytical tools to identify the main inputs, forms of conversion and outputs that gave birth to UN Women and those that participate within it as an isolated political system. The analysis demonstrate the strength of the inferences made by NGOs, culminating in the creation of international programmes, as it happens in UN Women’s relationship with civil groups nowadays.
