| Resumo: | O envelhecimento é um fenômeno global que está sendo pauta de discussão crescente em todo o mundo, tendo em vista o aumento da população idosa. Diante disso, fez-se necessário discutir acerca dessa temática trazendo como objeto principal o Benefício de Prestação Continuada- BPC à pessoa idosa no Brasil, uma análise sobre vulnerabilidades e condições de acesso ao Programa. Desse modo, o estudo teve como objetivo analisar as condições de acesso da pessoa idosa ao BPC no Brasil frente às atuais mudanças nas legislações e o quadro de agravamento das condições de vida da população idosa, assim como identificar o conjunto de alterações das regras de acesso da pessoa idosa ao Programa de 2016 a 2022, com vistas a compreender as barreiras e levantar dados acerca da abrangência do acesso pela pessoa idosa com ênfase em analisar as limitações e retrocessos. Diante disso, o trabalho traz o percurso histórico sobre a imagem da pessoa idosa no decorrer do tempo, de reconhecimento e estigmas, assim como frisa a importância desses sujeitos em sua multiplicidade e os marcadores sociais presentes em sua singularidade. Nesse sentido, o estudo tem como intenção trazer contribuições para o debate e ação do serviço social, tendo em vista os retrocessos vivenciados pela população idosa beneficiária, com a lógica de restrição de acesso. Dessa forma, trata-se de uma pesquisa exploratória, com ênfase na análise documental, na qual recorreu-se às legislações e dados secundários, o procedimento adotado foi o levantamento bibliográfico, assim como análise documental sobre as novas legislações. A abordagem da pesquisa é qualitativa e o método crítico-dialético. Assim, graves desmontes na Proteção Social estão em curso e o BPC é um dos mais afetados, desde 2016 até o presente ano de 2022,nesse sentido, ocorreram várias alterações nas legislações que trouxeram graves impactos para a população idosa beneficiária. Mudanças essas justificadas como forma de ampliação de direitos, no entanto, dificultou a forma de concessão ao benefício aumentando assim a desproteção social à pessoa idosa. |
| Abstract: | Aging is a global phenomenon that is being increasingly discussed around the world, in view of the increase in the elderly population. In view of this, it was necessary to discuss this theme, bringing as its main object the Benefit of Continued P rovision BPC to the elderly in Brazil, an analysis of vulnerabilities and conditions of access to the Program. In this way, the study aimed to analyze the conditions of access of the elderly to the BPC in Brazil in the face of current changes in legislat ion and the worsening situation in the living conditions of the elderly population, as well as to identify the set of changes in access rules. from the elderly to the Program from 2016 to 2022, with a view to understanding the barriers and collecting data about the scope of access by the elderly, with an emphasis on analyzing limitations and setbacks. In view of this, the work presents the historical course on the image of the elderly person over time, of recognition and stigmas, as well as stressing the im portance of these subjects in their multiplicity and the social markers present in their uniqueness. In this sense, the study intends to bring contributions to the debate and action of the social service, in view of the setbacks experienced by the benefici ary elderly population, with the logic of access restriction. Thus, it is an exploratory research, with emphasis on document analysis, in which legislation and secondary data were used, the procedure adopted was the bibliographic survey, as well as documen t analysis on the new legislation. The research approach is qualitative and the method is criticaldialectical. Thus, serious dismantling in Social Protection is underway and the BPC is one of the most affected, from 2016 to the present year of 2022, in th is sense, there have been several changes in legislation that have had serious impacts on the beneficiary elderly population. These changes justified as a way of expanding rights, however, made it difficult to grant the benefit, thus increasing the lack of social protection for the elderly |
