A GARANTIA DO DIREITO À EDUCAÇÃO DE CRIANÇAS E ADOLESCENTES RESIDENTES EM CASAS DE ACOLHIMENTO: UM ESTUDO A PARTIR DA PERCEPÇÃO DA EQUIPE TÉCNICA SOBRE A ESCOLARIZAÇÃO

Abstract

Institutional sheltering is a highly complex protection measure that aims to safeguard children and adolescents from situations of mistreatment, neglect, abandonment and violence, among others. In the legislation, this service is characterized by being exceptional and provisional. Considering that children and adolescents who arrive at shelter institutions present, for the most part, age-year distortion, with educational records marked by failure being common, the objective of this study is to analyze whether institutional care effectively guarantees the right to education from the perception of the technical team. For this purpose, exploratory and qualitative research was used, seeking to analyze factors such as meanings, attitudes and opinions about the school reality of children and adolescents based on the perceptions of fourteen employees who make up the technical teams of three shelters in the city of João Person/PB. The data collection instrument used was the recorded interview, precisely because it is faithful to the content exposed by the interviewees. The content analysis technique used was categorization, investigating the school profile, performance and relationship between institutions and schools. Through data analysis, it was possible to conclude that the shelters guarantee the right to education of the sheltered through access, through registration, and permanence, through school attendance, although it is possible to infer that this alone is not enough. sufficient for the realization of the right to education, considering the circumstances of vulnerability of those welcomed. Therefore, it is believed that the presence in the legislation of the pedagogue in the technical teams of the institutions would help the sheltered ones to overcome the educational challenges, contributing to their autonomy and protagonism.
