A PROTEÇÃO SOCIAL E O TRABALHO ESCRAVO NA PARAÍBA: debate sobre a atuação e a contribuição da assistência social no combate ao trabalho escravo contemporâneo

Abstract

The present work (TCC) is about the debate and action of Social Protection to individuals in situations of social vulnerability and violation of rights, aligned with the growing incidence in the national territory of Labor Analogous to Slavery, highlighting the state of Paraíba in the promotion of this labor to other regions of the country. Our choice for this theme came, a priori, from the experiences lived during the Supervised Internship in Social Work, directed by the Project: Social Protection and Slave Labor in Paraíba, which was developed remotely via Google meet, due to the Pandemic COVID 19. In the face of this reality, we analyzed the influence of power relations, resulting from Brazil's colonial slave formation, to exponentially increase structural and regionalized racism, giving rise to class stereotypes and regions common to the promotion of cheap labor, where political, economic, social, and educational factors come together to gradually erect the pillars of the capitalist system, which interposes itself in social relations, expanding the horizons of social inequalities. Our main objective was to align to this arduous reality the essential role of the National Policy of Social Protection in the construction of a support network, welcoming, orientation, and follow-up to users assaulted by this system, as well as prevention actions. To this end, we have taken into consideration the main factors that make the states in the Northeastern region, especially Paraíba, the target of such restrictions of workers to slave labor. The aspects approached include: the condition analogous to slavery, the forms of social protection action and consequent support to workers assaulted by this system, analysis of the ways in which this practice is perpetuated; the scheme around this recruiting system; the main regions that foment this scheme and what is the profile of these individuals, in light of the concept of contemporary slave labor. The methodological path comprised the analysis of bibliographic studies, accompanied by the systematization of theoretical and practical activities developed in the internship, from weekly classes in the Google Meet platform, at night, from 7:00 pm to 10:00 pm, always on Wednesdays, during the second semester of 2021, on the occasion we were directed by Pr.ª Dra.Valéria Costa Aldeci Oliveira, with the participation at some times of social assistance professionals and other project collaborators. During the process we participated in meetings with the CREAS team from the city of Tavares and Manaíra, we collaborated in the execution of the Webinar: Public Policies and Slave Labor under Debate in Paraíba, plus a field class in a visit to the Quilombola Community of Gurugi in the city of Conde-PB. The theme outlined in this educational process resulted in the recognition of the economic factors and activities that directly contribute to the occurrence of slave labor in Paraíba. Therefore, it is essential to strengthen public policies of prevention and assistance to workers, direct targets of this process, in addition to the generation of employment and income, aligned with the adoption of a consistent agrarian reform policy.
