Abstract

Given the interest of society on the allocation of public spending and the proximity of the same with the municipal administration, the objective of this work consisted in analyzing the influence of the electoral cycle on the Personnel Expenditure Index defined by the Fiscal Responsibility Law in the cities of Paraíba. The sample of this research used data from 215 municipalities of the state of Paraíba in the period from 2012 to 2020, which comprise 9 years. To reach the results of the work, it was used the panel data regression technique with simple pooled, where the dependent variable was the Personnel Expenditure Index and the independent variables were the years of mandate. The findings of this research showed that the period of the election year has significant influence on the personnel expenditure of the municipalities studied, where it is possible to verify the reduction of personnel expenditure throughout the electoral cycle. In this sense, the research concludes that there is an influence of the political-budgetary cycle on the Personnel Expenditure Index.
