COTA DE GÊNERO NO SISTEMA ELEITORAL: DESAFIOS, FRAUDES E A EXPERIÊNCIA EM RECIFE

Abstract

Over the years, there have been many occasions that provoked, faced and sought to guarantee the rights of women to participate in the political process. They did not have an active voice nor were they heard, mainly because they are not considered political individuals - having full rights and guarantees of participation - basic structure in the consolidation of human citizenship. For this reason, it is urgent and very significant the promotion, insertion, increasing inclusion of women in public spaces, of debate and political experience and, consequently, of power to achieve effective emancipation. A country that has women as the majority of people able to vote, but a small percentage of elected candidates denounces the discrepant gender difference that permeates our culture around the electoral process. One of the proposals for affirmative actions to minimize this scenario is found in the Gender Quotas Law in the Electoral System, and with it the problematization of knowing about the effectiveness of that law, the movement of political parties to adapt to the legislation, in addition to the strategies of fraud and corruption in this context, relating all of this to the electoral scenario found in the city of Recife. Female representativeness needs to advance and mature to the point that they understand and realize that it is not enough to simply be a woman. It is necessary to make them agents that promote advances through social and political actions, to the point that even those who manage to be elected seek spaces beyond those already used. The aforementioned quotas are crucial, but alone they will not be effective and, for this reason and other reasons, we are taking slow and timid steps in the progress of this problem. It is necessary to think about actions that develop political criticality, bring out social participation, propagate ideas and collective attitudes, sensitizing the size of power and the importance of their votes, including because they are the majority of the electorate. Readings were taken to apprehend conceptual conceptions, statistical data from the Superior Electoral Court and the Regional Electoral Court of Pernambuco were analyzed about female participation in the municipal elections in Recife / PE through bibliographic research that involves legislation, doctrine and jurisprudence in a deductive methodological perspective.
