Participação Social na implementação do Orçamento Público: Uma análise do Orçamento Democrático da PB na 14ª GRE

Abstract

When we refer to social participation linked to the area of planning and implementation of government actions, including those focused on the efficiency of public administration management, it is worth bringing the public budget to the heart of this debate. Federal law 4.320/64 makes the budget a guiding and essential instrument for the production and implementation of public policies in Brazil. With the emergence of the Democratic Budget of Paraíba (ODE) in 2011, brought in the government of Ricardo Coutinho, based on the experiences of the municipal ODE of João Pessoa, which took place from 2005, thus seeking a foundation to strengthen government decisions with the participation direct citizen of society. In this way, the ODE justifies its actions by meeting the public interest of the budget, paying attention to the demands of the local population. These are met through the correct allocation of budgetary resources according to the need exposed by social participation in the plenary sessions. Here, there is the question whether the management model followed by the Democratic Budget of Paraíba (ODES-PB) carried out in the 14th GRE has been effective in the implementation of public policies in the area of education, observing the process of social participation in the ODES-PB? The general objective of this work is to bring a debate on social participation and the more focused implementation of the Bottom up model of the actions carried out through the Democratic Budget of Paraíba with a focus on the education segment of the 14 GRE of the state of PB. In the specific objectives, it will be done through the action of analyzing and raising the demands requested by civil society and comparing with the demands met and implemented in the OD for the education segment in the period from 2015 to 2018 in the 14 GRE. This period for research is justified by seeking an analysis of improvement from the increase in the structure of the Undersecretary for the Executive Secretariat of the Democratic Budget of Paraíba. This research will be bibliographical, documental with a qualitative case study of the Democratic Budget. Therefore, it is expected that this research contributes to the understanding of the Participatory Budget, its reproduction in Paraíba with the name entitled State Democratic Budget of Paraíba, the importance of social and citizen participation and its legitimacy in the production and implementation of public policies.
