DESAFIOS NA IMPLEMENTAÇÃO DO TERMO DE ADESÃO À GESTÃO DAS PRAIAS MARÍTIMAS NO MUNICÍPIO DE CABEDELO/PB

Abstract

Beaches Effective managing is a major challenge for Brazilian municipal managers, who are incessantly looking for urban solutions that combine local population interests, legislation on common areas and incentive for tourism development. This present work, through the adoption of approach lines that explore this issue from the definition of concepts necessary for the coastal zones planning and management, use of existing premises in the municipal Orla Project and legislation incident on use of beaches, carries out a case study that deals on the challenges and results obtained in the first year of implementation of the Term of Accession to the Management of Beaches (TAGP) in the municipality of Cabedelo/PB. The research work consisted of a survey of information available in the technical collection of the Superintendência do Patrimônio da União na Paraíba (SPU/PB) and the Municipality of Cabedelo and specialized bibliography on the subject, with the information generated later being consolidated and used as a subsidy for the analysis of the first year of implementation of the TAGP in the municipality of Cabedelo, state of Paraíba. After describing the stages experienced for the implementation of the TAGP and the results obtained in this period of time, difficulties were raised, good practices carried out and a previous assessment of the effectiveness of its implementation was made, based on the annual management report of the beaches, an instrument created to verify the effectiveness of the management after the transfer to the municipality. In this way, it was verified through an analysis related to the main aspects present in the annual report of the management of the beachs, the effectiveness of the transfer of the management of the beachs to the municipal entity.
