| Título: | Diplomacia cidadã à luz da teoria da democracia de Norberto Bobbio |

| Resumo: | Esta pesquisa teve como escopo a análise de conceitos referentes à democracia preconizada por Norberto Bobbio e suas possíveis reverberações na defesa da participação ativa dos cidadãos na política externa por intermédio da denominada “diplomacia cidadã”. Para isto, a metodologia da pesquisa sustentou-se na manipulação de fontes bibliográficas referentes aos estudos de Bobbio, como também se pautou nas contribuições de pensadores e estudiosos do Direito e da Ciência Política, como Jürgen Habermas, Immanuel Kant, James Marshall e Joseph Nye. Ademais, salienta-se ter havido o enfoque no objetivo descritivo, haja vista que as análises obtidas fomentam a relação entre diversos fenômenos políticos, teóricos e jurídicos. Ressaltase que uma das fundamentais pretensões deste trabalho foi preencher a lacuna acadêmica ainda existente no que tange aos estudos sobre a diplomacia cidadã, partindo do pressuposto de que o seu exercício é parte indissociável da afirmação da soberania popular frente à colaboração com a política. Esta pesquisa destacou, ademais, que a diplomacia cidadã é segmento do denominado soft power, modelo diplomático no qual se verifica a operação multifacetada de atores no cenário internacional por via da atração, cooperação e modos não agressivos de alcançar fins políticos, diferindo-se então do método hard power de trato das relações internacionais instrumentalizado pela ameaça e coação – principalmente através da guerra e do constrangimento econômico. Outrossim, a atual pesquisa buscou defender a atuação dos membros da sociedade civil na diplomacia como expressão da exequibilidade e defesa dos direitos e garantias fundamentais e preceitos jurídicos essenciais ao Estado Democrático de Direito, além de ter, como alicerce, a necessária publicidade dos atos de Estado e a busca incansável pela paz. A pesquisa desemboca na recomendação para mudanças de comportamentos no âmbito do Direito Internacional, aspirando democratizar a participação ativa dos cidadãos nos espaços onde se fomenta a política externa e que até então eram monopolizados pelo Estado. |
| Abstract: | The scope of this research was to analyze concepts relating to democracy as advocated by Norberto Bobbio and their possible reverberations in the defense of active citizen participation in foreign policy through the so-called "citizen diplomacy". For this, the research methodology was based on the manipulation of bibliographical sources referring to Bobbio's studies, as well as on the contributions of thinkers and scholars of Law and Political Science, such as Jürgen Habermas, Immanuel Kant, James Marshall and Joseph Nye. In addition, it is noteworthy that there was a focus on the descriptive objective, given that the analyses obtained foster the relationship between various political, theoretical and legal phenomena. It should be emphasized that one of the fundamental aims of this work was to fill the academic gap that still exists with regard to studies on citizen diplomacy, based on the assumption that its exercise is an inseparable part of the affirmation of popular sovereignty in the face of collaboration with politics. This research also highlighted the fact that citizen diplomacy is a segment of what is known as soft power, a diplomatic model in which there is a multifaceted operation of actors on the international stage through attraction, cooperation and non-aggressive ways of achieving political ends, which differs from the hard power method of dealing with international relations instrumentalized by threat and coercion - mainly through war and economic constraint. Furthermore, the current research sought to defend the role of members of civil society in diplomacy as an expression of the feasibility and defense of fundamental rights and guarantees and legal precepts essential to the Democratic Rule of Law, in addition to having, as a foundation, the necessary publicity of acts of state and the tireless search for peace. The research leads to a recommendation for changes in behavior within the scope of international law, with the aim of democratizing the active participation of citizens in spaces where foreign policy is promoted and which until then were monopolized by the state. |
