UM PANORAMA HISTÓRICO SOBRE A EDUCAÇÃO INCLUSIVA: UM OLHAR FOCAL ANTES E DEPOIS DA LEI BRASILEIRA DE INCLUSÃO

Abstract

This research aims to analyze whether there were advances in inclusive education in Brazil after the creation of the LBI (Brazilian Inclusion Law) in 2015. Before this analysis, we made a resumption of the following legal frameworks: the Declaration of Salamanca and the Convention on the Rights of People with Disabilities (UN-2006), about the inclusion of people with disabilities in education. These documents contain special educational rights and needs for all disabled people who need to be included in basic education, vocational technical education, and higher education. For this research, a bibliographic survey was made of monographs, articles, books, and other publications that deal with the history of people with disabilities in Brazil and around the world, from antiquity to the present day. The LBI was created precisely to guarantee people with disabilities the right to have a life like anyone else, that is, to guarantee the right to study, work, play sports, etc. The results of this research showed that inclusive education is put into practice in some schools and not in others, because there are some obstacles that prevent its functioning in education systems. For example, schools without appropriate infrastructure for the disabled, teachers without adequate training and a lack of support from parents and the school community.
