Os impactos do FUNDEB na educação básica do município de Bayeux – PB

Abstract

This work has as general objective to analyze the impacts of the Fund of Maintenance and Development of Basic Education and Valorization of Education Professionals (FUNDEB) in the municipality of Bayeux-PB. Through of bibliographical and documentary research, it was possible to analyze the dynamics of the financing of basic education, in the period from 2010 to 2019, seeking identify whether the Fund has contributed to improving the quality of the education. The analysis of financial data collected through the System of Information on Public Budgets in Education (SIOPE/FNDE/MEC) showed that the municipality of Bayeux has benefited from the transfers from FUNDEB, considering that the recipes received are higher than the revenues destined to the Fund, year by year. That increase positively impacted investment with professionals from education and other maintenance and development expenses. Teaching – MDE. Educational data collected on the National Institute of EducationalStudies and Research Anísio Teixeira (INEP/MEC) and on the website of QEdu, demonstrated positive advances in expanding access and improving school flow, in addition to the increase in the Education Development Index - IDEB, mainly in the Initial Years of Elementary School that, in the year of 2019, exceeded the target of 5.5, achieving 5.7. Considerations and notes seek to contribute to the debate about the importance of fund policy for the maintenance and development of basic education and the increase in public investment in education so that the right to public education, free and quality, in fact become effective.
