DOS COPOS DE CERVEJA AOS CORPOS SUBALTERNOS: ANÁLISE DO EXERCÍCIO DO BIOPODER POR MEIO DO APARATO ESTATAL PENAL NO LAZER PESSOENSE

Abstract

In view of the series of violations of the rights of citizens in João Pessoa,this work arises with the objective of analyzing the actions of the Public Authority and, in particular, the public security forces in the city of João Pessoa/PB, in public leisure spaces and events, to investigate whether or not the interests of the dominant class of the Paraíba capital are imposed on the visitors of these spaces. To achieve this, the historical-dialectical method was chosen, and a mixed research model, which allowed for the integration of literature review and the conduct of a survey with 35 interviewees. Initially, the possibility of studying the complex phenomenon of leisure from the perspective of critical criminology was examined, which proved to be not only fully possible but necessary as a means to enrich studies on social control. Subsequently, the research focused on understanding the ways in which biopower exerts control over leisure and how this phenomenon has occurred since the industrial revolution. By directing the focus to the Paraíba capital, it was found that there is an interest from the dominant class in transforming João Pessoa into the retirement capital, as a way to add the purchasing power of migrant retirees to the municipality's capital. With this scope in mind, the Public Authority has been regulating the lives of residents who frequent leisure areas, as exemplified by TCAC n°001.2022.055006/MP-PB/43ºPJ João Pessoa-PB and Municipal Decree n° 10.422/2023, whose ultimate goal is to manipulate recreational behaviors within the spatial realm of the municipality of João Pessoa. Finally, by examining how the discipline of bodies occurs through the actions of public security forces at public leisure events and parties, a survey was conducted with 35 interviewees. From this quantitative research, a contradiction was found; that is, although the population fears victimization by crime, they also fear security agents. Furthermore, it was observed that 11.8% of the interviewees reported having suffered physical aggression from military police during public leisure parties, where it was possible to verify that acts of aggression are presented as a way to demonstrate power and control over a specific type of body, characterized by social markers such as ethnicity and gender, to maintain the docility of the subalterns.
